Final Inspection

Contracting Officer (CO), Contracting Officer Representative (COR), Construction Management Representative (CMR), or Project Manager (PM)

  • Coordinate with Construction Contractor, Park, and COR to set final inspection date.
  • Draft and sign response letter to Construction Contractor providing final inspection date.
  • Conduct final inspection. Incorporate a final sequentially numbered priced punch list into draft Letter of Substantial Completion. Electronic copy to COR.
  • NPS Accessibility Inspector will conduct final accessibility inspection using NPS Final Accessibility Inspection Report. Construction Contractor must correct deficiencies identified.
  • Before occupancy, the designated NPS Authority Having Jurisdiction (AHJ) Fire Code Official (FCO) and Building Code Official (BCO) conduct acceptance testing and inspections.
    • The Regional Structural Fire Marshal, the designated FCO, will issue a Fire and Life Safety Certificate of Compliance (FLSCOC) after acceptance testing and inspection are complete.
    • The BCO issues the Certificate of Occupancy after inspection and only after the FLSCOC is issued.
    • The FCO and BCO should plan and set expectations before acceptance testing and inspections.
