Contracting Officer (CO), Contracting Officer Representative (COR), Construction Management Representative (CMR), or Project Manager (PM)
- Review plans concurrently.
- APP shall be project specific and address expected construction activities.
- Notes:
- Government accepts or rejects plan but does not approve.
- Issue Notice to Proceed (NTP) or Start Work Notice only after DSC Safety Engineer accepts APP.
COR
- Use Quality Assurance (QA) Review Request Form to submit plan for review.
- Based on DSC Safety Engineer's review, issue acceptance or rejection to Construction Contractor and CO.
- Repeat same steps to process re-submittals and supplements.
DSC Safety Engineer
- Review plan and provide comments to COR.

- Retain accepted plans in contract file. Provide copy to CMR.
