DB 2.0 Schematic Design (SD)

Complete Historic Property Project Documentation (HPPD) Completion.


2.1 Design Concepts Assessment

Present and revise, as needed, site-integrated massing and architectural design concepts based on the Contextual Analysis and/or Project Program. National Park Service will verify design concepts are in compliance with the completed Contextual Analysis Form and/or Project Program.

In consultation with NPS:


2.2 Develop Schematic Design Alternatives

Utilizing Final Design Concepts, develop Schematic Design Alternatives that meet Project Program and Sustainability requirements, address contextual parameters, and do not exceed available construction funding.

Prepare the Class C Uniformat Construction Cost Estimate for each Schematic Design Alternative using the Class C Uniformat Construction Cost Estimate template.

2.3 Conduct Value Methodology (VM)

Conduct a Value Methodology Exercise. National Park Service will select a Schematic Design Preferred Alternative based on recommendations.

Prepare Value Methodology Report. Include with Schematic Design submission to the Investment Review Board (IRB).

2.4 Fully Develop Schematic Design Preferred Alternative

Fully develop the Schematic Design Preferred Alternative in sufficient detail to provide adequate data for preparation of the Class B MasterFormat Construction Cost Estimate.

Prepare an Energy Use Estimate for the Fully Developed Schematic Design Preferred Alternative.


2.5 Prepare Basis of Design Report (BDR)

Prepare Basis of Design Report in sufficient detail to provide adequate data for preparation of the Class B MasterFormat Construction Cost Estimate.


2.6 Initiate NPS Constructability Checklist (SD Comments)

Identify unique project issues under the SD Comments (Schematic Design) column on the NPS Constructability Checklist. A Constructability Analysis utilizing the NPS Constructability Checklist is required for every project.

2.7 Complete NPS Project Sustainability Checklist (SD portion)

Working collaboratively within the integrated design team, complete the Schematic Design (SD) portion of the NPS Project Sustainability Checklist.

2.8 Prepare Class B MasterFormat Construction Cost Estimate

Prepare the Class B MasterFormat Construction Cost Estimate on the Fully Developed Schematic Design Preferred Alternative using the Class B & A MasterFormat Construction Cost Estimate template. Confirm that the project cost is within available funds.

2.10 DB Schematic Design (SD) Deliverables

2.10.1 Submit 100% Draft DB Schematic Design (SD) Documents for Review

  • Schematic Design Alternatives
  • Class C Uniformat Construction Cost Estimate for each Schematic Design Alternative
  • Value Methodology Report
  • Fully Developed Schematic Design Preferred Alternative
    • Site and Utility Plans
    • Building Floor Plans Elevations and Sections
    • Energy Use Estimate
  • Basis of Design Report (BDR)
  • NPS Constructability Checklist
  • NPS Project Sustainability Checklist
  • Class B MasterFormat Construction Cost Estimate
  • Checklists for internal review of documents and cost estimates
    • Required documents for each submission are included and complete per contract requirements.
    • Required documents have been through a Quality Control (QC) review. National Park Service requires documentation and submittal of QC work performed.
  • NPS DSC Quality Assurance (QA) Review Comments form with responses to 100% Draft DB Predesign review comments

2.10.2 Submit Final DB Schematic Design (SD) Documents

Resolve 100% Draft DB SD Documents review comments and incorporate resolutions into Final DB SD Documents. Submit Final DB SD Documents and responses to review comments, utilizing the NPS DSC QA Review Comments form, within 15 calendar days after receiving comments.

2.10.2.1 Prepare and Submit Investment Review Board (IRB) Support Documents

  • Proposed Design Development (DD) and Construction Document (CD) Value Methodology activities on remaining key decisions.
  • Discussion focused on how the cost of major project features, systems, assets, equipment and finishes of this project compares with similar construction project costs in the local market area.
  • Five or fewer graphics providing an overview of the project in electronic format:
    • Existing Conditions Plan - location plan
    • Site Plan
    • Building Plans for each level
    • Building Elevations
    • Building and Site Selections

2.10.3 Prepare and Submit Response Memorandum

When required, prepare and submit response memorandum to IRB review questions within 15 calendar days after receiving IRB comments.
