HistoryIndependence National Historical Park (INDE) was authorized by Public Law 80-795 on June 28, 1948, and was formally established on July 4, 1956, "preserving for the benefit of the American people as a national historical park certain historical structures and properties of outstanding and national significance…associated with the American Revolution and the founding and growth of the United States." Located in the Society Hill, Old City, and Germantown neighborhoods of Philadelphia, Pennsylvania, INDE encompasses not only such famous sites and artifacts as Independence Hall, Congress Hall, and the Liberty Bell, but over twenty other structures, gardens, squares, and cemeteries.The administrative unit known as the History Branch currently operates as one of three branches within the Cultural Resources Management (CRM) Division. The History Branch researches the historical concepts and events that correspond with the park's institutional mission. Originally, the branch existed as part of the Office of History and Interpretation; Edward M. Riley served as the first Chief Historian beginning in 1949. During the 1950s, staff historians focused much of their efforts on identifying the succession of owners, chains of title, and property boundaries for more than 100 properties in Philadelphia. Their research facilitated the park's primary priority at the time: land acquisition. Historians also conducted research on the renovation, rehabilitation, and reconstruction of these properties and produced a number of historic structure reports and furnishing plans. Edward Riley was succeeded by Murray H. Nelligan in 1954; subsequent Chief Historians from 1955-1982 were Dennis C. Kurjack, John Platt, and Martin I. Yoelson. In 1960 INDE, recognizing a need to improve the quality of its interpretive services for visitors, reorganized its interpretation division into two branches: the Branch of Research and the Branch of Visitor Services. Staff historians expanded their research efforts and incorporated broader concepts and historical background into the park's history program. The division underwent additional restructuring in the years preceding the 1976 Bicentennial of the American Revolution. In 1979, INDE created the Office of History to separate the historians into their own administrative unit that was separate from the Interpretation and Visitor Services Division. David C.G. Dutcher assumed the position of Chief Historian from Martin Yoelson in 1982. The Office of History remained an independent unit until 1993, at which point it became a branch of the newly created CRM Division. Diann Jacox served as Chief Historian from 1993-1999; James "Jim" Mueller served as Chief Historian from 1999-2009; Jed Levin assumed the position of Chief Historian in 2010. As of 2014, the History Branch includes a historical research program and part of the preservation program which monitors the assessment of actions impacting the park's cultural resources. In addition to the research done by the Chief Historian and staff research historians, public historical research at INDE is also performed by contractors, volunteers, and student interns. The bulk of the collection comprises the working files of seven research historians employed by INDE. Three of these historians—David C.G. Dutcher, Diann Jacox, and Jim Mueller—were appointed Chief Historian during their tenures at the park. These working files document various research, writing, exhibit, event, review, lecture, and administrative projects that these historians carried out. Their work on these projects demonstrates the park's investment in and promotion of notable historical subjects and themes from the Revolutionary Era and the Early Federal Period of the United States. Research on titles for dozens of properties within the established boundaries of the park reflects the historians' early focus on facilitating the acquisition of lands outlined in the park's enabling legislation. National Historic Places/Landmarks nomination forms provide background information on several historic sites in and around Philadelphia. Intern reports cover topics of limited scale using various sources from the park's Library and Archives collections. Oral history transcripts of interviews with former INDE staff document INDE's origins as a National Park. Researchers should note that this collection is not comprehensive and does not contain the records of all the research historians who served at INDE. Also, this collection does not reflect all of the projects and publications that these historians worked on during their tenures at the park. Records predating the park's establishment in 1956 are generally research materials. Dutcher Files, 1970-1994 Series IV: Intern Reports, 1989-2009 Series DescriptionSeries I: Chain Of Titles, 1940-1966Arranged alphabetically by street address, with numeric street names filed after alphabetical street names. Series I consists of index cards with information copied from deed books, will books, patents, court files, letters, and other sources concerning the transfer of property titles from one owner to the next. A majority of this research was compiled during the 1950s. The documented properties are all located within the established boundaries of the park and include several historically significant landscapes and buildings associated with the American Revolution and the founding and growth of the United States. The information written or typed on the index cards may date as far back as the 1680s and include property owners' names, property and lot descriptions, title transfer dates, circumstances of the title transfer, and hand drawn maps. Some property records also contain indexes of the title transfer dates that are covered on the cards. Series II: Records Of National Historic Areas, 1921-2010 Arranged alphabetically by area name, and thereunder alphabetically by subject, function, or type of document. Files on historic sites in and around Philadelphia, several of which—the Deshler Morris and Bringhurst Houses, Free Quaker Meeting House, Merchants' Exchange Building, Old St. Joseph’s Church, and Underground Railroad—fall within INDE's interpretive focus, are located here. Most files contain nomination forms for a site's entry into either the National Register of Historic Places or the National Historic Landmarks Program. Additional material types include eligibility reports, letters, emails, slides, site plans, research articles/chapters, brochures, and press releases. There are multiple file folders documenting additional research and projects related to Fort Mifflin and Society Hill. Series III: NPS Historians' Working Files, 1930-2015 Organized into seven subseries: Subseries A: David C.G. Dutcher Files, Subseries B: Diann Jacox Files, Subseries C: David Kimball Files, Subseries D: Dennis C. Kurjack Files, Subseries E: Jim Mueller Files, Subseries F: John Platt Files, and Subseries G: Anna Coxe Toogood Files. This series contains the working files compiled by seven of INDE's research historians while writing reports and publications, supervising contractors and interns, and planning various projects, exhibits, and anniversary events. These working files include photocopied research material, manuscript drafts, rough notes, illustrations, project correspondence, brochures, clippings, and oversize maps and drawings. The series also includes a limited number of administrative materials such as emails, status reports, meeting minutes, budget overviews, and memoranda on policies and procedures. Not every project worked on by these historians is represented in the records. Subseries A: David C.G. Dutcher Files, 1970-1994 Arranged alphabetically by subject. A large portion of this subseries contains project files David C.G. Dutcher kept as a member of the research team for the 200th anniversary of the U.S. Constitution. These files cover the Daybook project, which was a day-by-day account of the year 1787, and other projects associated with the bicentennial. Material types include letters, memoranda, project proposals, briefing papers, drafts, newspaper clippings, radio scripts, meeting minutes, exhibit outlines, program drafts, schedules, and photocopied research materials. Dutcher's files also consist of the manuscript and working files for his compilation of the men who were part of the Federal Government from 1789-1800, research papers written by individuals from other institutions, biographical information on Benjamin Franklin, exhibit planning material, administrative memos, historic resource study research, and various research notes and photocopies. Subseries B: Diann Jacox Files, 1986-1999 Arranged alphabetically by subject. This subseries consists of a small portion of Diann Jacox's project files and reference material. The files illustrate Jacox's activities in reviewing contractor work and project planning, including the Washington Square bibliography contract, Magna Carta exhibit, and Independence Square site rehabilitation. Other topics covered in this subseries include a research notecard scanning project, institutions associated with the park site in various ways, and Library and Archives' holdings and operations. Material types include correspondence, drafts, final reports, meeting agendas and attachments, conceptual outlines, project proposals and agreements, research materials, and copies of historical documents kept for reference purposes. Subseries C: David Kimball Files, 1984-2015 Arranged alphabetically by subject. In this subseries are drafts of plays, articles, and research papers that professional colleagues and acquaintances sent to David Kimball in the mid-1980s for review before publication. In some files, there are requests for information regarding the history of the composition of the Constitution of the United States. There is also a copy of a paper written by a park volunteer in 1986 that Kimball (his former supervisor) printed out and contributed to the archives in 2010. A folder titled "Talks" contains letters and brochures related to various lectures Kimball gave as a representative of the research team for the Constitution's bicentennial celebration. Subseries D: Dennis C. Kurjack Files, 1950-1976 Arranged alphabetically by subject. This subseries mostly consists of copies of central file documents, many of which are addressed either to the park's Superintendent or to Dennis C. Kurjack as Acting Superintendent or as Acting Chief of Interpretation. These files cover topics such as the master planning for Independence Mall, a proposed United States Marine Corps Museum in New Hall, film purchases, personnel notifications, and visits by notable personages. Kurjack's files also contain research, inquiries, and correspondence on such historical topics as the Liberty Bell, Pennsylvania judges in the 18th-19th centuries, various historic buildings, and the custom of ringing bells on Independence Day. Material types include correspondence, memos, published reports, brochures, pamphlets, clippings, research notes and outlines, historical summaries, historians' reports, press releases, instructions, drafts, and financial reports. Subseries E: Jim Mueller Files, 1956-2008 Arranged alphabetically by subject. Jim Mueller's writing drafts, administrative material, project files, and research material are filed here. A significant portion of the subseries consists of writings intended for inclusion in the Cultural Resource Bibliography (CRBIB), a comprehensive database of resource management reports from the Northeast Region parks. Mueller wrote or edited several manuscripts for the CRBIB. Other files document the History Branch's budget from fiscal years 1999-2007, intern projects, banking and finance studies, INDE's application to join the Underground Railroad Network of Freedom, and research on such topics as Benjamin Franklin and the French and Indian War. Material types include correspondence, memoranda, emails, business and action plans, budget summary reports, PMIS project detail sheets, project outlines, timelines, research notes, lists, photocopied research materials, online printouts, meeting agendas, briefing papers, handbooks, published reports, and transcripts. Subseries F: John Platt Files, 1930-1983 Arranged alphabetically by subject. This subseries mostly contains materials compiled by John Platt while researching various buildings, people, and early-American history topics. These materials include photocopied articles, book chapters, brochures, and clippings as well as handwritten notes and outlines. Platt's research was for historic structure reports, historic resource studies, and assorted publications. In most cases the complete or final reports are not present; there are only a few draft report segments, illustrations, and oversize maps and drawings. Research topics include City Tavern and its grounds, the First Bank of the United States, Franklin Court, Franklin House, the Graff House, Independence Hall, Independence Mall, various Market Street structures, and the treasury. Subseries G: Anna Coxe Toogood Files, 1962-2008 Arranged alphabetically by subject. Anna "Coxey" Coxe Toogood’s administrative, writing, lecture, exhibit planning, and review files are located here. The correspondence contains copies of outgoing letters and memos from the late 1980s to the early 1990s. Toogood’s day-to-day activities from the mid-1990s to the late 2000s are extensively documented in the Daily Records. There are manuscripts, photocopied research materials, planning files, and other material illustrating Toogood's work as a writer or collaborator on three major reports about Independence Mall and Independence Square. Her involvement with exhibit planning is evident in the Military Exhibit and Military Research files, among others. The Lecture files contain transcripts of talks Toogood wrote and presented, along with slides, slide lists, presentation outlines, and PowerPoint presentations. Other files in this subseries cover conferences, visitor center artwork quotes, staff meetings, training, assorted research and consulting activities, and reviews of writings and drawings prepared by professional colleagues. Series IV: Intern Reports, 1989-2009 Arranged chronologically, and thereunder alphabetically by author's last name. Series IV contains the draft and final versions of reports prepared by students and interns working at INDE for the summer or a semester. These reports cover early American history topics researched using sources in the INDE archives, including the development of the U.S. Constitution and the Executive Branch, the role of African women in Philadelphia, the history of Independence Square, and biographical profiles of notable historical figures. Some reports are catalogs or summaries of INDE's manuscript and document collections. Files also include project correspondence, outlines, notes, CDs, review comments, and photocopied research articles. The students were either from schools local to Philadelphia or out-of-state universities such as Harvard University, Princeton University, DePaul University, and the University of Delaware. Staff historians such as Jim Mueller and Anna Coxe Toogood supervised the interns' work. Series V: Oral History Projects, 1956-1999 Arranged alphabetically by project, and thereunder alphabetically by subject or interviewee's last name. This series consists of transcripts of oral history interviews and supporting documentation such as cover letters, correspondence, release forms, and information booklets. A majority of the interviews were conducted by Columbia University as part of a research project for INDE documenting the park's origins and early years. Persons interviewed include congressmen who pushed through the enabling legislation and served on advisory commissions, NPS employees who performed research for the legislation and early real estate acquisitions, and Independence Hall Association members. Most Columbia University interviews were conducted by Eleanor Prescott from 1969-1970, although one of Judge Lewis's interviews was conducted by John Roberts. The remaining interviews were conducted for separate projects. Each transcript folder contains up to two copies of a transcript. Transcript folder dates correspond with the transcripts' creation dates, not the original interview dates. Series VI: Reference Files, circa 1960-2009 Arranged alphabetically by subject. Reference material that is not clearly associated with a particular historian's research or a specific project is filed here. The topics covered in this material relate directly to the park site or the historic figures associated with it. The series includes a transcript of diary pages with associated documentation and a set of index cards containing genealogical information on various members of Benjamin Franklin's family.
