New Gold Star Families and Veterans Military Lifetime Pass
In December 2021, President Biden signed into law S. 1605 “The National Defense Authorization Act for Fiscal Year 2022” (NDAA). Section 641 of the NDAA makes Gold Star families and veterans eligible for lifetime passes to federal recreational lands.
A new plastic pass was recently designed, and parks can now order them through USGS. Gold Star families and veterans can continue to use their Interagency Military Annual Pass with proof of eligibility. If they are eligible for a Senior (Annual or Lifetime) or Access Pass, they can get or continue to use one of those lifetime passes.

Gold Star Families and Veterans
Secretarial Order #3387 (October 28, 2020), granted Gold Star Families and US military veterans free access to national parks, wildlife refuges and other sites managed by DOI commencing on Veterans Day.
Eligibility for the Interagency Military Annual Pass expanded to include both Gold Star families and veterans. The agencies began issuing Interagency Military Annual passes to Gold Star families and veterans upon request and with proof of eligibility.
FLREA was amended by passage of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (H.R. 6395), Section 625 (January 2, 2021), making the Interagency Military Annual Pass available at no cost to members of Gold Star families who self-certify that they meet the eligibility requirements of Section 3.2 of Department of Defense Instruction 1348.36.
On December 27, 2021, The National Defense Authorization Act for 2022 (PL 117-81) amended FLREA to create a free lifetime pass available for Gold Star families and veterans.

You Must Have Approval Before Pass Orders Can Be Placed!
All staff who want to place an order for pass inventory from USGS must first be approved through your district, state, regional or national Fee Program Manager and/or as per your agency guidelines.
For agencies that allow field staff to order directly: Please email the appropriate Regional Fee Program Manager to request approval to order passes and include who the last point of contact was at your site and who will be replacing this person. Then the Regional Fee Program Manager should send an email to a member of the Pass Program Office (Traci Kolc, Linda Thurn, or Jeff Beauchamp) indicating their approval. The Pass Program Office will inform USGS of the approved change. Once USGS receives the approval they will send you an email with your account information and you may then place an order.
How to Order
Complete the Interagency Passes Bulk Order Form-2023 and email to IAPass@usgs.gov, or call USGS at 1-888-275-8747. The form also allows you to replenish other Interagency Pass stock at the same time, if desired.
