A foundation document serves as the underlying guidance for administration and planning decisions for national park units as well as components of the National Trails System. It describes the core mission of the trail by identifying the trail’s purpose, significance, fundamental resources and values, and interpretive themes. The foundation document also includes special mandates and administrative commitments and an assessment of planning and data needs. It identifies planning issues, planning products to be developed, and the associated studies and data required for trail planning. Along with the core components, the assessment provides a focus for trail planning activities and establishes a baseline from which planning documents are developed.
