HistoryIndependence Hall and the other sites that comprise Independence National Historical Park (lNHP) are among the most historically significant buildings in America. For many years the City of Philadelphia sought to preserve these buildings and create a National Museum to collect and display furnishings, relics, and portraits .from the revolutionary period.The National Museum at Independence Hall Collection, 1873-1951, documents the operation and management of the National Museum and its collections from its earliest days until the National Park Service assumed administrative control of the site on January 2, 1951. During its history of managing Independence Hall, the City of Philadelphia delegated specific functions to a number of boards and committees. These entities were charged with various aspects of managing, furnishing, and restoring Independence Hall and the collection of relics for the National Museum. In some cases the committees and boards had overlapping terms and responsibilities. Many of those who played an active role in either chairing or serving on these civic boards and committees were influential Philadelphians. Four of those individuals--Mary Johnson Brown Chew, Ellen Waln Harrison, William H. Staake, and Ernest Howard Yardley--were among the most active, and they retained the records of their activities with respect to these boards and committees. In later years, the descendents of these individuals made their records available to Independence National Historical Park, either through donation or permanent loan. In the early 1900s the City of Philadelphia, Bureau of City Property, increased its role in administering the Independence Hall site. These city records were transferred to Independence National Historical Park and form a major part of the documentary record of the National Museum. In 1935 Congress passed the Historic Sites Act which authorized the National Park Service to preserve and maintain properties of national historical and archaeological significance. A few years later in 19 42, a number of citizens in Philadelphia formed the Independence Hall Association to lobby Congress to create Independence National Historical Park. They were successful, and in January 1943, Congress named Independence Hall a National Historic Site. On June 28, 1948, Congress passed Public Law 795 that established Independence National Historical Park. The federal government assumed administrative control of the site on January 2, 1951. Scope and ContentThe records related to the National Museum at Independence Hall consist of four manuscript collections and one archival collection, occupying a total of 81.0 linear feet.The four manuscript collections were acquired over time and accessioned as museum objects. They are di crete collections that have been maintained according to National Park Service museum collection standards current at the time of their accessioning. Drawings Series III: Bureau of City Property Photo and Negative Collection, 1912-1950 During processing, careful attention was devoted to organizing the information in as logical a sequence as possible while still adhering to the principles of provenance. Folders are arranged alphabetically by subject and then chronologically within subject categories. Within each series, separate subseries were created to house photographs and drawings. Photographs were removed from the Administrative Records Subject Files and the Museum Records Subject Files and Catalog Files, placed in acid free sleeves, !llld rehoused in separate boxes. They were photocopied using acid free paper, and the photocopies were placed in the original folder locations, the current museum files for accessions and catalog data. Oversized drawings were also removed from this record group and filed together as a separate subseries. These drawings were placed in file drawers, and a separation sheet was prepared for each drawing. The separation sheets were placed in the original folder locations, and they contain cross-references to the appropriate new subseries and location. These records represent the files collected and maintained by Mary B. Chew, secretary of the Board of Lady Managers. The Board of Lady Managers was a subcommittee of the Committee on the Restoration of Independence Hall. Included are minute books and accession books, museum inventories, receipts and acknowledgements of items and gifts received, donor and subject indices, minute book of the Committee on the Restoration of lndependence Hall, and letters received by the committee's chairman, Frank M. Etting . Most of the material relates to the administration of the National Museum in Independence Hall and the collection of relics for the museum. Records relating to Frank M. Etting and his chairmanship of the Committee on the Restoration of Independence Hall, including his efforts to establish the National Museum and acquire portraits and relics for it, are documented in this collection. These records are contained in Box 1, folders 4, 12, 13, 25, 26, and 27. The Mary Johnson Brown Chew Collection also contains memorabilia, stereo views, pictures, booklets, pamphlets, and postcards received and/or generated regarding the National Museum, various events, and particularly the Centennial Exposition celebration in Philadelphia in 1876. Significant items in the collection include museum inventories, receipts and acknowledgements, and the curator's records. Contained in the correspondence records for 1897 in Box 3, Folder 10 is a list of portraits and relics on the 2nd floor of Independence Hall in 1897. The collection also includes an 1875 circular requesting items for the National Museum, responses to the circular, and information on the articles received. The circular was widely distributed and asked for the assistance of the people of the United States in the Board's efforts to "dedicate Independence Hall as a PERPETUAL MONUMENT to the Founders of America." The records relating to the items received are significant because the enormous response to this circular significantly expanded the City's historic collection to include a broad range of relic objects associated with the American Revolution and the early National periods. This collection forms the core of the museum's object holdings today. MC-5. Ellen Waln Harrison Collection, 1895-1900. (2 boxes; 2.0 linear feet)
The correspondence series contains letters primarily by or to Mrs. Harrison relating to the restoration of Independence Hall and the National Museum at Independence Hall. Various patriotic organizations were active in the restoration effort, including the Pennsylvania Society of the Sons of the Revolution, the Daughters of the American Revolution (DAR), the Society of Colonial Dames, and the Fine Arts League of Philadelphia. The involvement of these organizations and the resulting discord is reflected in many of the letters in this collection. Mrs. Harrison was regent of the Philadelphia Chapter of the Daughters of the American Revolution, and it was charged with restoring the second floor of Independence Hall. Much of the correspondence relates to the DAR's work on this project. T. Mellon Rogers, an architect hired by the DAR to develop plans for the restoration, corresponded with Mrs. Harrison to report on the progress of the restoration of the second floor, appropriations, etc., and their correspondence offers insights into the restoration process. Much of the correspondence is between Mrs. Harrison (and others) and Frank M. Riter who was Director of Public Safety for the City of Philadelphia, which had responsibility for Independence Hall during this time period. The minutes series includes the minutes from various committees involved with the restoration effort as well as ordinances and resolutions. The reports series contains contracts and lists, and the memorabilia series includes pamphlets on the DAR and the Colonial Dames of America and their efforts to restore portions of Independence Hall. Several nails from the second floor of lndependence Hall were originally in this series but were removed to Independence National Historical Park museum collection storage. The newspaper clippings series contains clippings from various newspapers as well as a facsimile of a description of Independence Square buildings by Henry Wansey, the English traveler who recorded his observations in a Journal of an Excursion of the United States in 1794. MC-6. William H. Staake Collection, 1899-1917. (1 box 0.5 linear feet) Mr. Staake was Secretary of the Board To Take Charge of and Collect Historic Relics for the Museum during much of its existence, and these records offer insight into that Board's work. The first folder in this collection contains the resolution creating the Board, and subsequent folders contain information on Judge James T. Mitchell and his appointment to the Board. Folder 21 contains a digest of the minutes of the Board from 1900-191 7. The Board hired Albert Rosenthal, a Philadelphia artist, to paint copies of historical portraits for Independence Hall. His association with the Board and with Judge Mitchell and then Board Chairman Hampton Carson is detailed throughout the collection. Folder 8 contains a list of the Rosenthal portraits. The collection also includes Mary Chew's correspondence on the establishment of the curator's position and the selection of Wilford Jordan for that position. Mr. Jordan's reports to the Board contain significant information; his preliminary report is contained in folder 10, and his year end report is in folder 13. Other significant correspondence is to and/or from the descendants of the signers of the Declaration of lndependence, Spanish-American War veterans, and the offer by Gustavus Remak, Jr., president of the Insurance Company of the State of Pennsylvania, to donate a model of the warship "Pennsylvania MC-7. Ernest Howard Yardley, 1880-1957. Papers, 1913-1950 (1 box; 0.5 linear feet) This collection of records is from the files of Ernest Howard Yardley. Mr. Yardley was active in the restoration efforts during the years from 1910- 1920, particularly the restoration of Congress Hall. His papers contain primarily photographs and drawings related to that restoration project. Mr. Yardley was a member of the American Institute of Architects (AIA) which established a review committee, chaired by Horace Wells Sellers, to advise the City on the structures in Independence Square. There are also numerous photographs of Independence Square as well as a composite historical plan of Independence Square prepared by Mr. Yardley in 1950 and charts showing property conveyances in Independence Square. Drawings The records in this series chronicle the City of Philadelphia's work in managing and caring for Independence Hall as well as the other buildings in Independence Square. While much of the material contained in these records addresses routine administrative matters, it is the gravity of the subject, i.e., the historic buildings, that gives these records their significance. Independence Hall is a national treasure . It is a symbol of liberty and democracy, universally recognized throughout the world. The concepts of individual freedom and the basic rights of all men that evolved from the events at Independence Hall helped shape the world. For many years the City of Philadelphia was the guardian of these buildings, and the city officials recognized that they had a special trust. Their efforts as chronicled in these records show that the City took its responsibilities seriously. And therein lies the significance of these records. Subseries A. Subject Files. With the exception of selected bound volumes, all documents are housed in file folders and arranged alphabetically by subject and then chronologically. The mechanics of taking care of and running a group of city properties is detailed in records describing repairs, fire protection, window cleaning, heating and electrical work, general maintenance work, and staffing. There is also considerable information related to restoration efforts, furnishings, and decorating. The records also contain information on special events, such as 4th of July celebrations and World War I and II ceremonies. The correspondence, reports, and records of the superintendents of Independence Hall, those individuals responsible for overseeing the daily operations of the site, are also detailed in these records. Their annual reports, including correspondence between the Superintendents and the Chicago Historical Society, as well as the Superintendent's Daily Record, 1917-1946 and the Superintendent's Time Records, 1916-1937, are contained in the subseries. Box 40 contains index cards, arranged alphabetically by employee name, showing hiring and employment information for staff and guards from 1915-1950. Subseries B. Requisitions and Purchase Orders. This subseries contains requisitions and purchase orders for the years from 1917-1945, detailing all purchases made to maintain day-to-day operations of the site. Subseries C. Photographs. This subseries provides a pictorial record of the furnishings, appearance of various rooms and buildings, and restoration efforts. All of these photographs were removed from the Subject Files. They were photocopied onto acid-free paper, and the copies were inserted in place of the originals in the Subject Files. The original photographs were placed in acid-free archival sleeves. Subseries D. Drawings. This subseries contains primarily technical drawings for mechanical systems and architectural drawings of various details, i.e, doorways, entranceways, lampposts, etc. These drawings were removed from the Subject Files and re-housed in file-specific storage locations. Separation sheets were placed in the original locations of the documents to refer users to their new location. All file folder labels for records in these series and subseries include the name of the collection, group, and series as well as a brief phrase describing the folder contents. Series II. The records in this series chronicle the City of Philadelphia's work in managing the museum and the collection of relics. Partly inspired by the Centennial Exposition of 1876, various boards and committees, i.e., The Board of Lady Managers, the Board To Take Charge of and Collect Historic Relics, etc., assisted the City of Philadelphia in its care and tending of the collection. These early groups made the first attempt to establish the historic area as a monument to liberty and freedom, and they established the core of the museum's holdings. With the completion of the new City Hall, in the late 1890s various city offices moved from the historic structures to new offices, and the City's interest in the preservation of the historic buildings and the promotion of the National Museum increased. The collection policy of the early boards and committees was inherited , continued, and refined by the Bureau of City Property's Independence Hall Division. The Museum Records demonstrate the City's acknowledgement of the historic significance of Independence Hall and its intent to promote the advancement of the museum with a well-organized and interesting collection of relics and portraits. The series chronicles the curatorial responsibilities of the City with regard to the Liberty Bell and such relics as the silver ink stand by Philip Syng, the Charles Willson Peale portraits, and the furniture once reportedly present at the signing of the Declaration of lndependence and the U. S. Constitution. Subseries A. Subject Files. This group of records is housed in thirty boxes and is arranged alphabetically by subject and then chronologically within subject categories . These files encompass a wide range of subjects concerned with the collection, care, and exhibition of relics and portraits. The topics of these subject files run the gamut from routine files on room layouts, equipment, and visitors to files concerning the Liberty Bell, the portrait collection, and the Sesquicentennial celebration. The portrait collection is the subject of many of the files in this subseries. There is considerable information on restoration activities, research, reports on the collection, and the Art Jury. Boxes 72 and 73 contain information on efforts to restore portraits, and they are arranged alphabetically by portrait subject. Records related to artist Charles Willson Peale and his family; Albert Rosenthal, a Philadelphia artist and copyist engaged by the Board To Take Charge of and Collect Historic Relics to paint copies of historical portraits; the Sharples Collection of pastel portraits; and the historical genre paintings of Jean Leon Gerome Ferris, a pre-park loan, are also documented in this subseries. Two receipt journals, in very poor, fragile condition, are also present in this subseries. Many files contain queries received from hundreds of individuals-school children, historians, and ordinary citizens-who wrote requesting information on a wide range of topics. The files include responses to those queries written by museum staff The two subseries described below form an important documentary history of the museum's collection during the years 1873-1951. The Accession Files and the Catalog Files complement each other, and together they provide information on objects acquired for the museum. Both the Accession Files and Catalog Files were transferred to Independence National Historical Park from the City of Philadelphia. These files were the City's working files, and curators at INHP continued to use these files as their working files. In the course of transferring these records to archival-quality file folders, the documents generated by the City were separated from Independence National Historical Park records and processed as archival records. The INHP generated documents remain as a distinct series of INHP catalog records that are in use today. Subseries B. Accession Files. The Accession Files consist of seven linear feet and are arranged by accession numb er. Each accession record documents all objects or artifacts received in one donation or loan. Accessions may consist of a single object or many objects. The files include both typewritten and handwritten accession cards and other records which chronicle the source, dates, and terms of the accessions. The subseries also includes correspondence between donors and curators, receipts, letters from the Art Jury, copies of original documents, and typed transcriptions of early documents. The fate and location of the original documents is unknown . While the majority of accessions are for objects obtained for the Museum's collection, archives and manuscript collections were also treated as artifacts or objects and thus they also have accession records. Labels for the file folders contain the collection title, series and subseries name, and the accession number. The inventory section of this Guide includes the range of accession numbers contained in each box. These Accession Files contain many photographs that were not removed to file specific storage locations since most of them are duplicates of photographs in the Catalog Files; they remain in their original locations with the files. These photographs were placed in acid-free sleeves. Subseries C. Catalog Files. The Catalog Files provide an object-by-object link to the Accession Files. A catalog record was created for each item in an accession, and these files contain object-specific information for all artifacts in the National Museum at Independence Hall. Each object was assigned a specimen number, and the files are arranged by this number. Specimen numbers were assigned based on categories, i.e., furniture, wearing apparel, linens, etc. with the result that like objects are grouped together. Almost all files contain a Specimen Record (Blue Card) which includes the following information: specimen number, corresponding accession number, item number, method of acquisition (gift, loan, etc.), title of the specimen, and a general description . The description may include information on the material, size, condition of the object, and often also includes the most distinguishing and significant features of the object or an event associated with the object. Other documentation found throughout the files includes photographs of specimens or manuscripts, correspondence, typed gift sheets, handwritten notes, exhibit labels, preservation records, photocopies from books relating to specimens, loan forms, and newspaper clippings. Many of the files are marked "Void," indicating that the object was returned to the owner. Photographs in the files were photocopied on acid-free paper, and the photocopy was placed in the catalog file in the original location. The original photographs were placed in acid-free sleeves, labeled with the specimen number, and filed together in Subseries D. Some photographs and a corresponding caption were mounted on heavy, green paper and were cropped to fit in the sleeves. However, the complete photograph and caption were retained intact. Labels for the file folders contain the collection title, series and subseries name, and the specimen number. The inventory section of this Guide includes the range of specimen numbers contained in each box. Subseries D. Photographs. Photographs were removed from the subject files and catalog files and placed together in this subseries. They relate to a variety of subjects, but the majority of the photographs are of the Liberty Bell, furniture in the museum, the Senate Chamber, and other museum objects. In 1951 the City of Philadelphia transferred to INHP on indefinite loan 2,013 negative prints of the Independence Hall group of buildings, portraits, associated museum relics, and related miscellaneous items . The purpose of the loan was to make a complete set of negatives and prints to add to the photograph collection . A finding aid to this series, entitled List of Philadelphia City Negatives, is in the INHP Archives. The negative prints were returned to the City in 1966. Many of the photographs in this series are from these negative prints. All photographs were photocopied on acid-free paper, and the photocopies were inserted in the original file locations. Subseries E. Drawings. This subseries contains drawings removed from the Museum Records, Subject Files and rehoused in file-specific storage locations. This drawing subseries consists primarily of blueprints of benches for Independence Hall and various types of museum cases. There are also a number of drawings related to plans for the display and transportation of the Liberty Bell.
