HistoryIndependence National Historical Park (INDE) was authorized by an act of Congress on June 28, 1948, and was formally established on July 4, 1956, “preserving for the benefit of the American people as a national historical park certain historical structures and properties of outstanding and national significance…associated with the American Revolution and the founding and growth of the United States.” Located in the Society Hill, Old City, and Germantown neighborhoods of Philadelphia, Independence National Historical Park encompasses not only such famous sites and artifacts as Independence Hall, Congress Hall, and the Liberty Bell, but over twenty other structures, gardens, squares, and cemeteries.Independence National Historical Park observed the Bicentennial of the U.S. Constitution in 1987 by hosting many programs and events. A highlight of these celebrations was Miracle at Philadelphia, an exhibit exploring the history of the Constitutional Convention and the ratification of the Constitution in 1787. Housed at the Second Bank of the United States from 1986 to 1987, the exhibit was organized by the Friends of Independence National Historical Park (FINHP) in partnership with The American Philosophical Society, The Historical Society of Pennsylvania, The Library Company of Philadelphia, and Independence National Historical Park. It was funded primarily through grants from the National Endowment for the Humanities and the J. Howard Pew Freedom Trust. Margaret Pace (Peggy) Duckett served as project director for Miracle at Philadelphia and oversaw much of the planning. Other key individuals included the history, museum, and interpretive staff at INDE, historical consultant Richard Rabinowitz of American History Workshop, exhibit designer Nick Paffett of Krent/Paffett Associates, and fabricators from Charles Maltbie Associates. In addition to members of the consortium, participating institutions that loaned documents and portraits for the exhibit included the National Museum of American Art, the Library of Congress, and the Windsor Castle Royal Library. The self-guided, multimedia exhibit opened to the public on September 17, 1986. The opening was officiated by Philadelphia Mayor W. Wilson Goode, and was attended by Chief Justice Warren Burger, chairman of the Commission on the Bicentennial of the Constitution. Arranged along a timeline format, Miracle at Philadelphia began with the British surrender at Yorktown in 1781 and concluded with an overview of the Constitution’s influence over the past 200 years. The bulk of the exhibit focused on issues surrounding the Constitutional Convention, including the power struggles between large and small states, the influence of regional economic interests, and the creation of three separate branches of government. The story was conveyed through original historical documents, including James Madison’s notes of the debates and James Wilson’s early drafts of the Constitution. The exhibit also included portraits, sculptures, models, audiovisual presentations, computer graphics, and supplemental educational resources. Miracle at Philadelphia closed on December 31, 1987. Though no original materials from the exhibit itself are present in the collection, there are photocopies of documents and portraits used, as well as blueprints, transcripts, photographs, videos, and project manuals that provide insight into how visitors experienced the exhibit. Other significant groupings of material relate to the National Endowment for the Humanities grant that funded the exhibit, as well as the educational materials that were developed in conjunction with the exhibit. The majority of the textual documents include reports, correspondence, newspaper clippings, notes, financial documents, and research materials. Photographic materials include prints, negatives, and a large number of slides. Audiovisual materials are primarily in VHS, Betacam, and one inch videotape formats. The collection also contains samples of visitor logs signed by exhibit guests in 1987. Mostly dating from 1985 to 1987, materials include grant applications, correspondence, photographs, blueprints, reports, research materials, and clippings. Subseries A. Background Information and Research Records, 1975-2009, undated Arranged alphabetically. This subseries contains overviews and summaries of Miracle at Philadelphia, lists of items borrowed, early interpretation ideas, outlines of the exhibit planning stages, and biographical information about project director Peggy Duckett. It also includes research on the evolution and impact of the Constitution, the convention delegates, and graphics used in the exhibit. Records Relating to Affiliated Organizations, 1976- 1989, undated Arranged alphabetically by name of organization. This subseries contains information about organizations also celebrating the Constitution bicentennial in 1987, most notably the “We the People 200 Committee,” and the Pennsylvania and National Commissions on the Bicentennial of the U.S. Constitution. Series II. Educational Program Records, 1964-1991 Arranged alphabetically. This series contains the education materials developed in conjunction with the exhibit, including a map of Philadelphia in 1787, a classroom activity guide, essays by historian Jack Greene about the constitutional era, and trading cards featuring the 55 convention delegates. It also includes background information on Constitution related curricula used as reference to create educational resources. Series III. Publicity, 1981-1989, undated Arranged alphabetically. This series documents public relations, articles, tours, and other outreach efforts to promote Miracle at Philadelphia. Many of these relate to the opening of the exhibit in September, 1986. Materials include press releases, clippings, brochures, correspondence, and mailing lists. Series IV. Photographic Materials, 1985-1989, undated Arranged alphabetically. This series contains slides, negatives, and prints of graphics and portraits used in the exhibit, as well as photographs of an opening night event, and various shots of the exhibit. The bulk of the series consists of slides from the presentations “The Sound of the Debates” and “The Delegates of Philadelphia.” Series V. Audiovisual Materials, 1986-1987, 1994 Arranged by format. This series contains video in VHS, Betacam, one inch videotape reels, and U-Matic formats, many of which were produced by E.J. Stewart, Inc. The videos contain informal walkthroughs of the exhibit, short news segments, interviews with project director Peggy Duckett and historian David Kimball, and media coverage of events surrounding the opening of Miracle at Philadelphia. This includes coverage of the Philadelphia Lesbian and Gay Task Force protest of Warren Burger, who was present at the exhibit opening. The series also contains a copy of a video presentation featured in the exhibit depicting the drafting stages of the Constitutional Convention.
