On Federal or Tribal Lands
Federal agencies must follow a process for Native American human remains or cultural items removed from or discovered on Federal or tribal lands. This process took effect with the passage of NAGPRA on November 16, 1990, and only applies to Federal or tribal lands.

Inventories of Human Remains
Each museum and Federal agency must inventory the Native American human remains and associated funerary objects in its holding or collection and must identify the geographical and cultural affiliation of those holdings or collections.

Summaries of Cultural Items
Each museum and Federal agency must prepare a summary of Native American unassociated funerary objects, sacred objects, and objects of cultural patrimony in its holding or collection and invite Indian Tribes and Native Hawaiian organizations to consult on those objects.
