Private businesses play an important role in helping the National Park Service carry out its mission by offering services to park visitors that are not provided directly by the government. By welcoming the private sector as a partner in providing services, we can ensure people have access to services they need and broaden the economic base of surrounding communities.

The government developed two types of contracts based on the scale of the commercial activity: concession contracts (managed by our Administrative Office) and commercial use authorizations (managed by our Visitor and Resource Protection Office).

Concession Contracts

Concessionaires hold government contracts to provide in-park services that have been deemed necessary and appropriate for public use and enjoyment of the park area, such as food and retail operations, lodging, marinas, service stations, equipment rentals, and guiding services. Padre Island National Seashore currently hosts one concession contract for watersport equipment rental and lessons at Bird Island Basin.

Worldwinds Windsurfing, Inc.

Worldwinds Windsurfing provides equipment rental for kayaks, paddleboards, and windsurfing equipment, as well as windsurfing lessons. Contact Worldwinds Windsurfing by phone at (361) 949-7472 or by email at worldwindswindsurfing@gmail.com.

Commercial Use Authorizations

Commercial Use Authorizations (CUAs) permit small-scale, commercial activities that are appropriate, low-impact, and consistent with the purpose for which Padre Island National Seashore was established. Many companies operate on the national seashore under CUAs to provide services like guided experiences and food services.
