SAN FRANCISCO, CA — The National Park Service (NPS) announces the availability of the Administrative Record File for public information on the Hawk Hill Nike Radar Site. This former military site overlooks the north end of the Golden Gate Bridge in the Marin Headlands Unit of Golden Gate National Recreation Area and is within five miles of the Presidio, Sausalito, and Fort Baker. The project site lies within the popular Conzelman road scenic overlook corridor which attracts locals and visitors from all over the world.
The Administrative Record includes documents that the NPS will use to select a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response action. The Administrative Record File currently includes the Hazardous Materials Assessment Report, Site Management Plan, and other memos and letters associated with the project. The Administrative Record will be updated to include other documents considered in the selection of a cleanup action including the Engineering Evaluation/Cost Analysis (EE/CA) report, comments submitted by interested persons, NPS responses to significant comments, and the EE/CA approval memorandum.
The Administrative Record File Index and the Community Involvement Plan (CIP) are available in digital format on the PEPC Planning, Environment & Public Comment (PEPC) Document List section of the Hazardous Materials Management, Hawk Hill, Marin Headlands webpage. The Administrative Record will contain all information used by the NPS to make its decision on the selection of a cleanup action for Hawk Hill. In compliance with the federal CERCLA program, the CIP serves as a public reference to describe the CERCLA process and activities that NPS plans to undertake for community involvement.
Due to the current public health concerns related to the COVID-19 pandemic, and pursuant to local health department orders, the online information repository will be the primary means of accessing project-related documents. Documents will be made available by individual request only. Those who wish to request a specific document from the administrative record should send their request to GOGA_Public_Affairs@nps.gov.
The National Park Service will exercise response authority by developing an Engineering Evaluation/Cost Analysis (EE/CA) to be completed by Spring 2021. This process will solicit stakeholder feedback, develop site risk analysis, and establish the criteria for determining the appropriateness of various mitigation options. Additional information will be made available on the PEPC site when stakeholder review is requested.
