By the end of the 20th century there was growing concern over the effects of abundant elk on vegetation conditions in the park. This led to new research that informed the need for an Elk and Vegetation Management Plan. Ongoing research still guides the plan's implementation strategies used in the park. Research that involves field work in Rocky Mountain National Park requires a research permit.
