Exercising First Amendment Rights


At Lake Roosevelt National Recreation Area, freedom of speech, press, religion, and assembly are rights protected by the First Amendment of the Constitution of the United States, and in accordance with the Code of Federal Regulation 2.51 and 2.52. People may exercise these rights in national park units, but the National Park Service still retains its responsibility to protect park resources and prevent future impacts. First Amendment activities are considered a Special Use Permit (SUP), but the $45.00 application fee is waived.

For groups of 25 individuals or more, a permit is required. Permits will not be issued for more than 14 days and applicants must reapply for additional permits.

Designated Areas in the Park

Activities must take place in one of the four designated First Amendment locations, listed below. These areas are first-come, first-served, unless permitted.
