Introduction

On July 4, 1966, the Freedom of Information Act (FOIA) was passed into law and took effect the following year. FOIA gives any person the right to gain access to federal agency records except documents protected from public revelation. Excepted documents are protected under nine (9) exemptions or three (3) laws specificed to law enforcement exclusions. 

"The United States Supreme Court has explained that "the basic purpose of FIOA is to ensure an informed citizenry, vital to the functioning of a democratic society, need to check against corruption and to hold the governors accountable to the governed."
