As the new Superintendent of the National Mall and Memorial Parks, I am pleased to provide you an update on the National Park Service (NPS) commitment to implementing our Section 106 obligations for the National Mall Plan. The first stipulation of the Programmatic Agreement accompanying the National Mall Plan was to update the National Mall National Register Nomination. We were successful in obtaining funds for this effort. We issued a contract for this National Register project in August and data collection work has begun. This three year project will include opportunities for your input. My staff and I are excited about moving forward on this important project.

Section 106

Section 106 of the National Historic Preservation Act (P.L. 108-72) requires federal agencies to take into account the effects of their “undertakings” on cultural resources that are on or eligible for the National Register of Historic Places.

Procedures for consultation under Section 106 are issued by the Advisory Council on Historic Preservation (ACHP), an independent federal agency that oversees the Section 106 process to ensure it is being conducted correctly. The current regulations, 36 C.F.R. Part 800 can be found on the website of the Advisory Council at www.achp.gov.

Over the next several years the National Park Service (NPS) will be preparing a National Mall Plan/environmental impact statement (EIS) for areas managed by the National Mall & Memorial Parks. These include the Pennsylvania Avenue National Historic Park cooridor from 3rd Street to 15th Street NW and the National Mall from 1st Street west to the Potomac River, Constitution Avenue on the north to Independence Avenue and East Basin Drive on the south. The National Mall Plan is a long-term vision plan that will guide resource conservation and management, visitor experiences, and operations. Important issues and concerns for the National Mall and Pennsylvania Avenue National Historic Park are being amplified through continued public scoping in upcoming meetings and will be analyzed in the environmental impact statement portion of the document. Public comment received during the last year will be included.
