These documents from the GNMP V17-49 Louisiana Monument Files are related to the NPS approval of the erection of the Louisiana Memorial on the Gettysburg Battlefield. They are presented in chronological order.

3. Mrs. Paul M. Campbell To Mrs. J. W. Kingsburg, Louisiana UDC President, October 6, 1966
The Louisiana Historical Society, of which Mrs. Campbell is a member, has formed a committee to support a project to erect a Louisiana Monument at Gettysburg and wishes Mrs. Kingsbury to appoint a UDC member to join that committee.

Supt. Emory notes in his files, visits by Mr. J. W. Kingsbury from Louisiana and Donald MacPhail from Gettysburg discussing possible sites for the Louisiana monument with himself and Dr. Tilberg, Park Historian.

Mrs. Kingsbury thanks the Superintendent for meeting with her and Donald MacPhail of the Gettysburg Civil War Roundtable regarding a Louisiana Monument on the Gettysburg Battlefield. Her presumption of its importance is astonishing. Gettysburg and the nation of 1863 would have preferred the battle and the war never happened. Frederick Tilberg, Park Historian was also present at that meeting.

Mrs. Letteer Chairman of the Louisiana Confederate Monument Gettysburg Battlefield will be presenting their proposal for a monument for Gettysburg to the Louisiana State Legislature and thanks Superintendent Emery for the courtesy shown Mr. Kingsbury. She also requests Mr.Emery outlines the procedure they should use in getting a suitable site for the Monument. She also inquires of others she should contact regarding approval of this project. Mrs. Letteer has named Mr. Joseph Winkler Jr. Co-Chairman of the CLCM and he will be in contact with Supt. Emery in selecting a site for the Louisiana monument.

Mrs. Letteer writes Mr. Joseph Winkler Jr. will be in contact with Supt. Emery in selecting a site for the Louisiana monument She also mentions that Mr. Winkler will be joined by a consultant sculptress.

Mrs. Letteer briefs Supt. Emery on the procedures under Louisiana law for creating an official Advisory Commission to assist the Louisiana State Parks and Recreation Commission (LSPRC) in the funding of the Gettysburg monument. Also mentioned are the two sites proposed on the battlefield and the Governor’s interest in the project.

Supt. Emery has been conferring with the CLCM and indicates the site “most appropriate for the Committee to consider. But he also points out that locating the monument on the west side of West Confederate Avenue would require “extensive cutting.” He mentions that whatever the Committee decides will require the NPS Director’s approval.

Miss Angela Gregory informs Supt. Emery that her role is as consultant to the CLCM, and she will be contacting sculptors and asks Emery to provide “regulations governing the erection of Monuments at the GNMP.”

Mr. Garrison approves the site mentioned in Supt. Emery’s memo of February 27^th for the Louisiana Monument.

Mrs. Letteer is informed the site “near Eshelman’s Battery” has been approved by the NPS Director.

Mr. Gibson informs Supt. Emery that site #2 has been selected for the Louisiana Monument and requests “we secure approval of the site so we can continue with our monument.” Mr. Gibson also requests information on fees and procedures for permissions regarding site #2.

Miss Gregory provides Supt. Emery with a list of three sculptors who “have been selected to submit scale models for the Louisiana Monument at Gettysburg.” The selection by the Design Committee was approved by the CLCM on April 25 and will be presented on September 30^th.

James Rice notifies Supt. Emery he has been selected to be one of the sculptors to provide scale models of the Louisiana monument and asks about acceptable materials which are approved by the Park.

34. Supt. GNMP George Emery to NPS Regional Director, May 24, 1968
Supt. Emery refers a request by a sculptor regarding “cast stone” for the Louisiana Monument” to the Regional Director.

35. George Palmer NPS to Supt. GNMP George Emery, June 5, 1968 (No Enclosures)
George Palmer from the Regional Director’s Office refers Supt. Emery to the War Department regulations covering the acceptable materials sanctioned by the Park. He goes on to say, “the material proposed for this work by Mr. James W. Rice, Jr. in his letter of May 20 for use onthe Louisiana Monument would be acceptable.”

Supt. Emery passes along the NPS Regional Director’s reply to Mr. Rice’s question of acceptable materials for a Park monument by quoting the NPS Director and states “the Park will be guided by the War Department regulations of 1931.”

37. Angela Gregory Studio to Mrs. Felix Catha Member CLCM (enclosures) August 6, 1968
Miss Angela Gregory sends a draft of the outline of importance to Mrs. Catha and all members of the Gettysburg Memorial Commission of Louisiana. Three sculptors will be selected to submit designs and issues such as publicity, a calendar of important deadlines for the competing sculptors, the presentation to the Design Committee, costs, monument site, estimated time to completion and approval by the Interior Department will be addressed.

Miss Angela Gregory forwards a memo from Mrs. Letteer (not enclosed) stating that proposed sculptors Seidenberg and DeLue have visited Gettysburg and Mr. Rice will be visiting in two weeks. She goes on to write about an approval date and regulations which should be cleared subsequent to the sculptor’s visits.

Jean Seidenberg, a candidate for sculptor writes asking whether a recirculating fountain or reflecting pool could be part of a monument design.

Supt. Emery informs the Regional Director that Mr. Donald DeLue has been selected as the sculptor for the Louisiana Monument.

Supt. Emery advises Mrs. Letter that Mr. DeLue visited him on October 28 and has been selected as sculptor. Mr. DeLue has promised to provide the Park “with pictures of his model, plans for the erection and text of the accompanying plaque.” Mr. Emery also makes a formal request for permission from the NPS Regional Director to erect “the De Lue designed memorial on the approved site.”

Supt. Emery agrees with the Regional Director’s opinion about shortening the plaque’s wording and has substituted “soil cement” for gravel in the design.

The subject of this letter from Mrs. Leteer is the “Inspection and approval by Consultant, of the 1/3 (third) size clay model of the Louisiana Gettysburg Monument by Donald DeLue, Sculptor. Sculptor’ request for official approval by the Commission. She describes her visit to DeLue’s New Jersey studio and the subsequent conference where he detailed the technical details of he monument as well as its symbolism. Miss Gregory as the Commission’s consultant recommends Mr. De Lue as the sculptor for the Louisiana Monument.

Mrs. Letteer notifies Supt. Emery that the contract for Donald DeLue’s Sculpture has been extended to April 5,1971 and that the dedication might be scheduled between April 15 and June15. The dedication would be “like the one” done for the Georgia monument.

Mrs. Letteer has a few questions for Supt. Emery pertaining to the “military portion of the Dedication program” and seeks the Superintendent’s approval of Col. Numa P. Avendano to assist her in the planning.

Supt. Emery confirms that a dedication date of Spring 1971 is planned.

69. Richard Murphy to Supt GNMP George Emery, October 19, 1970
Mr. Murphy informs Supt. Emery the monument’s foundation will be laid “within the next two or three weeks.” Mr. Murphy also has suggested Mr. Leroy Angell the contactor, visit Mr. Emery before he starts the work.

71. Angela Gregory Studio to Congressman Hale Boggs, December 8, 1970
Miss Angela Gregory introduces herself as a consultant for the Gettysburg Memorial Commission in a letter to Congressman Hale Boggs and details the successful efforts of that Commission to erect a monument for Louisiana troops who fought at Gettysburg.

72. Mrs. Clarence (Katherine) Letteer Chairman CLCM to Governor John McKeithen, December 8, 1970
Mrs. Letteer write to Louisiana Governor McKeithen about her meeting with the General Staff of General David Wade with the purpose of having the Louisiana National Guard participate in the dedication of the monument. This also included a discussion for ‘"The Pledge of Allegiance to the Flag of the United States of America, the Salute to the Confederate Flag and the Salute to the Louisiana Flag.” She provides justification for the salute to the Louisiana flag as being “now used by all UDC Chapters and Comps (compatriots) of Sons of Confederate Veterans in the state.” She hopes this procedure will be approved “permanently for use at other meetings when the Louisiana flag is displayed.”

Acting Supt. Harrison replies to Mrs. Catha’s letter with airport, public transportation motel and hotel information and requests how many will be attending the planned luncheon.

75. Mrs. Clarence (Katherine) Letteer Chairman CLCM to Col. Karl Smith Project Officer, Louisiana Military Department, January 21, 1971
This is a copy of Mrs. Leteer’s letter to Col. Smith on the many details regarding the preparation for the Louisiana Dedication and she is requesting any suggestions General Wade may have regarding the ceremony.

Mrs. Leteer inform the Senator that Jerry Schober has been named the new GNMP Superintendent and thanks the Senator for all his efforts regarding the Louisiana Monument at Gettysburg. She also asks his assistance in removing a fence near the site of the Monument before the Dedication ceremony.

77. U.S. Senator Allen Ellender to Director NPS February 10, 1971
Louisiana Senator Allen Ellender writes to the NPS Director inquiring about the status of the land adjacent to the Louisiana site. “Does he intend to donate this area” and “can a fence be removed for the dedication?”

78. Assistant Director NPS to U.S. Senator Allen Ellender, February 25, 1971
The NPS Asst. Director provides details that the land adjacent to the Louisiana monument has been purchased by the NPS as well as the removal of the remaining fence.

79. U. S. Senator Russell Long to Supt. GNMP Jerry L. Schober (enclosure), March 16, 1971 (Enclosure)
Louisiana Senator Russell Long copies a letter from Mrs. Ledbetter (Letteer) regarding the work done by the sculptor Donald DeLue and asks the Senator along with Senator Ellender if they might “intervene” in removing the fence before the dedication of the monument

This partial letter from Mrs. Letteer invites DOI Secretary Morton to attend the dedication of the Louisiana monument at Gettysburg on June 11, 1971.

Secretary Morton will not be able to attend the Louisiana Dedication in Gettysburg on June 11^th and he is forwarding her request to Director Hertzog to arrange for an Interior Department representative to attend in his stead.

Mr. Gibson asks Mrs. Detwieler’s help regarding the details for the Louisiana Dedication including chairs, lectern, photographer, public address system and a list of “important people” who should be invited to the ceremony.

Mr. Gibson encloses a “diagram of the platform he would like the Park to erect for the Louisiana Dedication” and provides details. A copy of Mr. Gibson’s letter to the Gettysburg Chamber of Commerce was included but is not attached here.

Miss Roy briefs Mr. Harrison on the reservations made by the Louisiana delegation for the dedication and requests his opinion on the suitability of the Three Crown Motor Lodge for Louisiana dignitaries attending the Dedication.

DOI Secretary Morton is “disappointed” he will be unable to attend the Louisiana Dedication and has asked the NPS Director to designate an official to represent him.

87. Acting Supt. GNMP Richard Igo to Lamar Gibson, Director Louisiana State Parks and Recreation Commission, May 12, 1971
Acting Supt. Igo informs Mr. Gibson that the Park will be handling the details of the Dedication that Mr. Gibson requested of the Gettysburg Chamber of Commerce.

Mr. Harrison states the Three Crown Motor Lodge “is very nice and even boasts a small restaurant. We believe it will be quite satisfactory for our Louisiana friends.”

Supt. Schober provides Mr. Gibson with the costs incurred by the Park for the construction of the Louisiana Dedication platform. Issues regarding the “bunting” are also addressed.

Mr. Gibson sends a purchase order to Supt. Schober for the Dedication platform and a check will be drawn when the Park sends the invoice.

And she states, she influenced the sale of the adjacent land to the Louisiana monument by involving the Louisiana US Senators. “Especially many, many long-distance calls to Senator Allen Ellender, Louisiana’s Senior Senator, who is now Chairman of the Appropriations Committee. He is also President Pro Tem of the Senate and the third in line for the Presidency of the United States of America.”
