National Park Service Request for Proposals (RFP) for the Fort Washington Marina

The National Park Service (NPS) is offering a long-term lease opportunity for the Fort Washington Marina at Piscataway Park. The NPS is seeking an operator that will continue to attract an array of boating and recreational visitors and serve the surrounding community. Potential operators are invited to submit their proposals through June 9, 2025.
The marina has 194 existing wet slips for boats 25' to 50' long and includes a paved launching ramp/dock and boat haul-out pier with a 35-ton travel lift. The main marina building includes office space, restrooms and showers, laundry facilities, and a restaurant facility with indoor and outdoor seating. The marina is operational; however, the restaurant and boat repair shop are currently vacant. The lease includes more than eight acres of land.
The lessee must maintain the public boat launch and restrooms, but proposals may include the use of the facilities for opportunities such as:
- Marina wet slip rental
- Rental of motorized and non-motorized watercraft
- Retail sale of boating goods (i.e., ice, bait, tackle, fishing supplies)
- Marina fuel
- Haul out services
- Laundry
- Showers
- Food and beverage sales (including alcoholic beverages)
- Boat repair
- Dry storage of boats
This lease opportunity is open to all interested individuals and businesses on a competitive basis. The NPS is interested in an operator that can address all deferred maintenance, including dredging around the docks, though the NPS is open to proposals that do not meet all these needs. The proposal judged best under selection criteria will be given an opportunity to negotiate a final lease agreeable to both the selected offeror and the NPS.
