Biographical Note
Ernest Allan Connally was born in Groesbeck, Texas, on November 15, 1921. He had an early interest in architecture and attended Rice University (1939-1940) and the University of Texas at Austin (1940-1942) as an undergraduate. His studies were interrupted by World War II; he served as major in the United States Army Air Force from 1942 until 1946. He traveled for a year in Europe and studied for a summer at University of Florence (1947).
Connally graduated from UT-Austin in 1950 with a BA in Architecture. He attended graduate school at Harvard and received MA (1952) and PhD (1955) degrees in History and Principles of the Fine Arts, specializing in the history and principles of architecture. Connally retired from the Air Force Reserve as a lieutenant colonel in 1958.
At Harvard, Connally met Janice Muriel Wegner. They were married August 28, 1951. They went on to have two children. His academic career as a professor of architecture included time as assistant professor at Miami University (1952-1955); associate professor at Washington University in St. Louis (1955-1957, returning as a visiting professor, 1962); and at the University of Illinois at Urbana-Champaign, where he was associate professor (1957-1961) and associate member of the Center for Advanced Study (1961-1967). He was also a Fulbright lecturer at the University of Melbourne, Australia in 1963.
Connally’s association with the National Park Service (NPS) began in 1952 when he worked as a member of a documentary recording team for Historic American Buildings Survey (HABS) at Independence National Historical Park. He did further work of this kind at the Andrew Johnson Home (1956), the Custom House in Salem, MA (1958), and at Cape Cod (1962). This work brought him into contact with prominent NPS historian Ronald F. Lee. Lee was also a consultant on the Rains Committee and its 1966 report With Heritage So Rich, which influenced passage of the National Historic Preservation Act of 1966.
In 1967, on the recommendation of Lee and archeologist J.O. Brew, Connally was appointed to a NPS special committee on historic preservation by NPS director George B. Hartzog, Jr. At the committee’s recommendation, Hartzog created the Office of Archeology and Historic Preservation (OAHP), which would unify disparate preservation efforts at a high level within the NPS, with Connally as head. Connally’s work for the OAHP involved coordination with the HABS, the National Trust for Historic Preservation, and the newly established National Register of Historic Places.
In 1971, the OAHP was moved down within the organizational structure of the NPS, reporting to the associate director for professional services. In 1972, Connally was promoted to lead that office and Robert Utley was named director of OAHP. In 1972, Hartzog was replaced by Ronald Walker, to whom Connally proposed a scheme calling for the separation of the OAHP from the NPS. Connally struggled to realize implementation of this plan throughout the mid-seventies.
During the Carter administration, the Bureau of Outdoor Recreation was reconfigured as the Heritage Conservation and Recreation Service (HCRS), and the OAHP was subsumed under this new service in 1978. The transition was not smooth and proved to be detrimental to the preservation goals of Connally and others. Connally stayed on as associate director at HCRS, but lack of support from HCRS director Chris T. Delaporte led Connally to relinquish his associate directorship in 1979 to focus on his role as Secretary-General to the International Council on Monuments and Sites (ICOMOS), a position which he had held since 1975 (and would retain until 1981). The OAHP was dismantled in September 1979. Delaporte came under heavy criticism from many preservationists, including the National Conference of State Historic Preservation Officers. With the change in administration in 1981, James G. Watt became new Secretary of the Interior and abolished the HCRS, restoring preservation functions to the NPS. Connally returned to the NPS in 1982 as chief appeals officer, responsible for final decisions regarding certification of historic structures for tax purposes. He retired in 1992.
Connally’s prominence as a preservationist extended beyond his role as NPS associate director. He was deeply involved in many professional organizations both domestically and internationally. He was the US delegate to the UNESCO conference on cultural property (1968); a UNESCO consultant to the government of Nepal (1968) and to the government of Thailand (1982); the US representative to the International Conference on Recording Historic Monuments in Prague, Czechoslovakia (1969); and secretary-treasurer to the US committee of the International Council on Monuments and Sites (US-ICOMOS) (1969-73). He served on the editorial board of Momentum, the ICOMOS publication (1967-1975), and was later chairman (1973-1975), and secretary-general (1975-1981). He was US delegate to the International Centre for Study of Preservation of Cultural Property (ICCROM) in Rome (1971-1977). He was also a member of the US-USSR Joint Working Group on the Urban Environment (1973-1981).
Connally was the recipient of many awards: a research award from the American Philosophical Society (1957); a distinguished service award from the Department of the Interior (1978); the Louise DuPont Crowninshield Award from the National Trust for Historic Preservation (1980); and was named a membre d’Honneur of ICOMOS (1981). He maintained strong ties throughout the profession. His memberships included: the College Art Association; American Society of Architectural Historians; American Institute of Architects; Colegio de Arquitectos (Puebla, Mexico); Association for Preservation Technology; National Trust for Historic Preservation; The Victorian Society in America; and American Association of State and Local History, among others.
Ernest A. Connally died on December 23, 1999.
