History

Independence National Historical Park (INDE) was authorized by an act of Congress on June 28, 1948, and was formally established on July 4, 1956, "preserving for the benefit of the American people as a national historical park certain historical structures and properties of outstanding and national significance…associated with the American Revolution and the founding and growth of the United States." Located in the Society Hill, Old City, and Germantown neighborhoods of Philadelphia, Independence National Historical Park encompasses not only such famous sites and artifacts as Independence Hall, Congress Hall, and the Liberty Bell, but over twenty other structures, gardens, squares, and cemeteries.

In 1997, the park approved a General Management Plan (GMP) to guide the future management of these important cultural resources. As part of its plan for the park, the GMP proposed alterations to the three city blocks comprising Independence Mall. It identified stakeholders who would, in conjunction with the National Park Service, undertake the design and construction of new components of the Mall. These stakeholders included the Commonwealth of Pennsylvania, the City of Philadelphia, the Philadelphia Parking Authority, the Pew Charitable Trusts, the Independence Visitor Center Corporation, the National Constitution Center, the Friends of Independence National Historical Park, and Eastern National. Immediately following the approval of the GMP, the National Park Service launched a project to create a master plan and design guidelines for the Mall redevelopment. Led by landscape architecture and urban design firm Olin Partnership, the design team proposed a layout that included the construction of four new buildings on the Mall: the Gateway Visitor Center (later renamed the Independence Visitor Center), the Independence Park Institute, the National Constitution Center, and the Liberty Bell Center. The design scheme also called for the rehabilitation of the underground parking garage on the second block of the Mall, as well as the construction of a café, a new transportation center, and updated restroom facilities.

The Independence Visitor Center (IVC) was the first to open in November 2001. Developed in conjunction with the non-profit Independence Visitor Center Corporation, the IVC serves as a gateway for visitors to the City of Philadelphia and Independence National Historical Park in particular. The Independence Park Institute (IPI), originally slated to be constructed directly to the north of the IVC, was relocated to an existing structure on Walnut Street. The National Constitution Center (NCC) was the next building to open, in July 2003. The NCC is a private non-profit institution that interprets the creation of the U.S. Constitution and its effect on American culture throughout history. In October of that same year, the Liberty Bell moved to its new home in the Liberty Bell Center (LBC). The former Liberty Bell Pavilion was dismantled, and the Bell was installed in the new LBC with much fanfare. While these new structures were being built, the National Park Service completed a new landscape for Blocks 1 and 2 of the Mall.

The redevelopment of Independence Mall took place over the course of a decade. Once completed, the Mall featured a new visitor center, a new museum, a new home for the Liberty Bell, and other important support facilities. Though not without controversy, the Mall projects ultimately succeeded in redefining the nature of INDE by shifting the focus of visitor services to a revitalized Mall, and by extension, tourism in the City of Philadelphia. The redevelopment of Independence Mall marked the second major phase of construction in the park's history, and expanded the park's commitment to new forms of partnership and public participation.

Description: The Independence Mall Records consist of documents related to the redevelopment of Independence Mall in the 1990s and 2000s. This includes the construction of the new Independence Visitors Center, Liberty Bell Center, and the National Constitution Center.
The materials consist of textual documents, plans and drawings, and photographic materials. Oversize material includes plans and drawings. A small amount of audio visual material exists in the form of VHS and Betamax video cassettes as well as DVDs. Additionally, there is a small amount of digital material in the form of data CDs, 3.5 inch floppy disks, and Zip disks.
Items in the Independence Mall Records span the period of 1995-2010, with the bulk of the materials created from 1997-2008.

Series Descriptions

Series I: Independence Mall Projects, 1950-2010, undated
This series is organized into two subseries: Subseries A: Planning and Design Phase (DS-83) and Subseries B: Construction Phase (INDE-420 and INDE-421). Researchers should note that there may be some overlap between the subseries. This series contains records related to the redevelopment of Independence Mall. The records span more than a decade, and document the project from the initial design phase through construction. Many of the materials are related to the re-landscaping of the first two blocks of the Mall, but this series also contains documentation regarding the rehabilitation of the Mall's underground parking garage, construction of a new transportation center, and the never-constructed Independence Park Institute.

Subseries A: Planning and Design Phase (DS-83), 1950-2004, undated

This subseries is arranged alphabetically.
This series contains materials produced as the park prepared for the redevelopment of Independence Mall. The records represent the initial design phase for the Mall, and include meeting minutes, correspondence, financial and fundraising documentation, legal agreements, research files, reports, press clippings, news releases, and photographs. This subseries notably contains master concept plans and final design development for the Mall. Documentation related to pre-construction archeology, the Independence Transportation Center, and the never-constructed Independence Park Institute can be found here as well. The materials document the relationship between the National Park Service and its partners on the Mall redevelopment project, including the City of Philadelphia, the Philadelphia Parking Authority, Olin Partnership, James Pickman, and Pew Charitable Trust. Many of the records were created by David Hollenberg, Associate Regional Director for Design, Construction and Facility Management for the Northeast Region and manager of the Independence Mall redevelopment project for the National Park Service. Researchers should note that the designation "DS-83" refers to the National Park Service project number.

Subseries B: Construction Phase (INDE-420 AND INDE-421), 2000-2010, undated
This subseries is arranged alphabetically.
This subseries contains records related to the construction portion of the Independence Mall redevelopment project. Many of the materials relate to the landscape construction on Block 1, Block 2, the North End of Block 2, and the Café on Block 2 of the Mall. Materials include construction agreements, project manuals, operations and maintenance (O&M) manuals, daily construction reports, submittals, testing reports, meeting minutes, and photographs. Design plans for later projects such as the Independence Mall Café and the North End of Block 2 can be found in this subseries, alongside related construction records. Many of the records were created by Hill International, the company that served as project managers for the construction phase of the redevelopment project. Researchers should note that the designations "INDE-420" and "INDE-421" refer to the National Park Service project numbers.


Series II: Independence Visitor Center (Gateway Visitor Center), 1995-2010, undated
This series is organized into two subseries: Subseries A: Design and Construction Records, and Subseries B: Exhibit Files.
This series contains records related to the design and construction of the visitor center on Block 2 of Independence Mall. Developed by the Independence Visitor Center Corporation (formerly the Gateway Visitor Center Corporation), the new building would serve as the official visitor center for the park as well as for the City of Philadelphia and the surrounding region.

This subseries contains records related to the design, planning, and construction of the Independence Visitor Center (IVC). Materials include design development documentation, Board of Directors meeting minutes, correspondence, legal agreements, reports, project manuals, specifications, operation and maintenance manuals, newspaper clippings, press releases, drawings, and photographs. This subseries consists of records related to the planning and construction of exhibits in the Independence Visitor Center. Materials include design development documentation, correspondence, exhibit graphics, drafts of exhibit panels, theme planning, and graphics and construction specifications.


Series III: Liberty Bell Center, 1997-2008, undated
This series is arranged into four subseries: Subseries A: Design and Development, Subseries B: Construction Documents, Subseries C: Construction Project Records, and Subseries D: Exhibit Production Files.
The Liberty Bell Center series documents the design and construction of the Liberty Bell Center, associated exhibits, and the public restrooms that currently occupy Block 1of Independence Mall. These new structures took the place of the old Liberty Bell Pavilion, which had been designed by the architectural firm Mitchell/Giurgola Associates. The old pavilion was demolished after attempts to secure a buyer failed.

The Design and Development subseries contains documents relating to the preliminary activities for the construction of the Liberty Bell Complex. Materials include agreements, budget documents, correspondence, design renderings, press packets, and reports.

The Construction Documents subseries consist of documents used in the construction of the Liberty Bell Center. Materials present include agreements, close-out documents, financial documents, project manuals, and request for proposal records.

Subseries C: Construction Project Records, 1998-2008, undated
This series is arranged alphabetically by topic.
The Construction Project Records subseries consists of documents created during the construction of the Liberty Bell Center. This includes documents related to the Liberty in Motion celebration that took place as the bell was moved to its new home. Materials include an architectural monograph, correspondence, inspection reports, Liberty in Motion materials, operation and maintenance (O&M) manuals, pre-construction photographs, press clippings, progress photographs, reports, and submittals.

Subseries D: Exhibit Production Files, 1998-2004, undated
This series is arranged alphabetically by topic.
The Exhibit Production Files subseries contains documents related to the planning and creation of exhibits within the Liberty Bell Center. This includes obtaining the rights for the use of images and text as well as the creation of a short interpretative video in cooperation with the History Channel. Materials include documents related artifact use, audio, budget, correspondence, film, graphic layout, image use, meeting minutes, operation and maintenance (O and M) manuals, presentations, requisition forms, sourcebooks, specifications, text use, visitor experience, website print-outs.


Series IV: National Constitution Center, 1988-2009, undated
This series is arranged alphabetically by topic.
This series consists of materials created during the planning and construction phases of the National Constitution Center (NCC) on Block 3 of Independence Mall. The nature of the records in this series differs from others in this collection because a private non-profit company, and not NPS, was the leading force in its creation. Rather, it was designed and constructed by companies outside of the park and is currently independently managed by a private company. The materials present document the NCC from early fundraising efforts through the construction of its exhibits. This includes archeological investigations before and during the construction phase, documents related to the Board of Directors, and press materials. Agreements, correspondence, notes, plans, reports, proposals, and other materials are included.

Series V: Drawings, 1952-2009, undated
This series is organized into four subseries: Subseries A: Independence Mall Projects, Subseries B: Independence Visitor Center (Gateway Visitor Center), Subseries C: Liberty Bell Center, and Subseries D: National Constitution Center. This series contains oversize drawings and plans related to construction projects on Independence Mall. Design, construction, and as built drawings can all be found here, in addition to existing conditions drawings utilized in the course of research and planning. Construction projects include the Independence Visitor Center, the Liberty Bell Complex, the National Constitution Center, and landscape construction completed on Block 1 and Block 2 of the Mall.

This subseries is arranged alphabetically and thereunder chronologically.
This subseries contains drawings and plans related to the redevelopment of the first two blocks of Independence Mall. Materials include design development drawings, construction drawings, as built drawings, and shop drawings. Though most of the drawings represent construction on the landscape of Blocks 1 and 2, this subseries also contains drawings related to the construction of the Café and the rehabilitation of the underground parking garage on Block 2, the construction of the restrooms on Block 1, as well as the Independence Park Institute, which was ultimately never constructed. Drawings related to the Southeast Pennsylvania Transportation Authority (SEPTA) subway station on 5th Street, the underground PECO substation, and improvements to the curbs and walkways along Chestnut Street can also be found here.

Subseries B: Independence Visitor Center (Gateway Visitor Center), 2000-2009
This subseries is arranged chronologically.
This subseries contains drawings related to the design and construction of the Independence Visitor Center on Block 2 of the Mall. The bulk of the subseries is comprised of the as built drawings for the visitor center, as well as the design and construction drawings for the visitor center exhibit. Additional drawings include plans for the indoor internet café, presentation drawings, and shop drawings.

Subseries C: Liberty Bell Center, 2000-2004
This subseries is arranged by the date of the earliest drawing in the set or folder.
This subseries contains architectural drawings and plans related to the construction of the complex that currently houses the Liberty Bell on Block 1 of Independence Mall as well as the accompanying landscaping and bathroom facilities. Some drawings have been replaced with updated versions created separately from the original set.

Subseries D: National Constitution Center, 2000-2001
This subseries is arranged by category (Construction Drawings, General Contractor Construction Drawings, and Conformed Drawings), thereunder by volume number, and thereunder by alpha-numeric code. Drawings sets are divided into 7 volumes which in turn have sections for General, Civil, Structural, Architectural, Equipment, Exhibit General Construction, Exhibit Mechanical, Exhibit Fire Protection, Exhibit Fire Alarm, Exhibit Electrical, Fire Protection, Fire Alarm, Plumbing, Mechanical, Electrical, and Telecommunications - Security drawings. A detailed index including drawing codes and titles can be found at the front of each volume. Codes for the drawings in each folder are included in the box list.
This subseries contains architectural drawings and plans related to the construction of the National Constitution Center. These drawings were not created by the National Park Service and so do not always follow the same stylistic and organizational conventions. They primarily fall into three groups: Construction drawings, addendums to the construction drawings, and a final set of “conformed” drawings. Any drawings that are listed in the indexes for the construction drawings but not present can be found in either the volume addendums or the general September 29, 2000 addendum. Drawings listed as “Conformed” are the most complete and final versions provided to the park. The conformed drawing set is missing Volume V.

These drawings were drawn up by the City of Philadelphia City Planning Commission and represent the original plans (1952) and subsequent revisions (1990) to curb lines and grades on Block 1 of Independence Mall. Two copies.
