What is a Commercial Use Authorization (CUA)?

Public Law 105-391, Section 418, which was signed in 1998, provides for the issuance of commercial use authorizations (CUAs) to a private person, corporation, or other entity to provide suitable commercial services for park area visitors. Commercial activities are generally prohibited in national parks unless authorized by a CUA or concessions contract. A CUA may be issued when commercial services:

• are determined to be an appropriate use of Lassen Volcanic National Park;
• will have minimal impact on Lassen’s resources and values; and
• are consistent with Lassen’s purpose, management plans, policies, and regulations

CUA holders have their bases of operation outside the park. All the commercial aspects of the activity must occur outside of NPS lands. This includes marketing, advertising, use of permanent or temporary structures, and negotiation with customers. Compensation or payment for services, (including tipping) may not occur on NPS lands.

Who Needs a CUA?

A CUA may be required if you, as an individual, organization, or company, provide any goods, activities, services, agreements, or other function for members, clients, or the public that:

• take place at least in part in Yosemite National Park;
• use park resources; and 
• result in compensation, monetary gain, benefit, or profit

If you are a nonprofit organization without taxable income, you are not required to obtain a Commercial Use Authorization. You are required to obtain a Special Park Use Permit.

How to Apply

All 2026 CUA applications are now closed.
2027 CUA applications will open on 12/01/2026. Road Side Commercial Tours with a seating capacity of 16 person or more will be required to have a CUA in 2027.
