Record of Determination for a Temporary Closure in Support of the US Coast Guard Station Tybee Rehabilitation Project

Fort Pulaski National Monument is enacting a temporary closure of the area of Cockspur Island west of the turnoff for the Savannah Bar Pilots office in support of the US Coast Guard Station Tybee Rehabilitation Project being managed by the US Coast Guard within the National Monument.

These closures started on 11/05/2021 and are expected to end in the Spring of 2023. These dates are subject to change.

Closure and detour signs will be posted. The closures will not adversely affect the parks' natural, aesthetic, or cultural values; nor require significant modification to the resource management objections; nor is it of a highly controversial nature. Members of the US Coast Guard, Savannah Bar Pilots, and their associates are permitted to enter the closed area while conducting official business.

Accordingly, the National Park Service determines that publication as rulemaking in the Federal Register is unwarranted Under 36 C.F.R. § l.5(c). This is consistent with hundreds of earlier partial and temporary park closures, the legal opinion of the Office of the Solicitor, and judicial adjudications.

Pursuant to 36 C.F.R.§ 1.7, notice of this temporary and partial closure will be made through posting of signs at conspicuous locations in the affected park area. Finally, pursuant to 36 C.F.R. §1.5(c), this determination is available to the public upon request.
