Permits A public gathering permit is required to conduct organized activities within President's Park. Activities such as First Amendment demonstrations, special events with 25 or more participants, and events that require any type of set up must have a permit. Permits are also required for any commercial filming and/or photography. Permit applications must be submitted through the National Mall and Memorial Park's Office of Permits Management. For more information, call (202-245-4715), or write them at: Please note, all completed permit applications should be returned to the Office of Permits Management. Before any permit is issued, the applicant may be asked to attend a logistical meeting with the National Park Service to go over their application. For special events that take place on parkland, the permittee may be required to post a bond to cover any unbudgeted costs as well as any damages that might occur to park resources. In addition, the permittee is required to provide liability insurance naming the National Park Service as an additional insuree. The permittee may also be required to reimburse US Park Police for any police costs associated with the special event as well.
