NOTICE TO THE PUBLIC

Pursuant to 36 C.F.R. § 1.5, the National Park Service (NPS) is imposing
temporary closures and imposing public use limits on certain park areas,
within the NPS units of the White House and President’s Park and the
National Mall and Memorial Parks on Tuesday, October 29, 2024 (with some
additional temporary closures beginning as early as October 27, 2024) as
delineated in the attached maps and as further detailed below. These closures
are necessary for the United States Secret Service (Secret Service) due to the
unique security requirements associated with a First Amendment
Demonstration to be attended by the Vice President of the United States and
Democratic presidential candidate.

Public Use Limit Associated With Areas of The White House and President’s
Park

Beginning at approximately 10:00 a.m. on Tuesday, October 29, 2024, and
continuing through 11:00 p.m. on Tuesday, October 29, 2024 the following
areas of the Ellipse will be restricted to public access:

  • The Ellipse, including its interior sidewalks and the sidewalks adjacent to 15th Street, NW and 17th Street, NW;
  • Sherman Park, to include interior sidewalks and the east sidewalk adjacent to 15th Street, NW;
  • First Division Park to include interior sidewalks and the west sidewalk adjacent to 17th Street, NW;
  • E Street, NW, between 15th Street, NW, and 17th Street, NW, to include the sidewalks adjacent to above-referenced parks and the south fence line of the White House grounds;
  • The north sidewalk of Constitution Ave. NW between 15th Street, NW, and 17th Street, NW..

The restricted areas are indicated on the enclosed map (Map 1).

Associated Public Use Limits:
In addition to the above closures, pursuant to 36 C.F.R. § 1.5, the National
Park Service is also imposing a partial and temporary public use limit on
October 29, 2024, and will not allow the following items within the park areas
consisting of the Ellipse:

  • Laptops, Tripods, Monopods, and Selfie Sticks (If an invited guest arrives with a tablet, they will be redirected to the X-ray) line for screening and then permitted entry with the tablet.
  • Large Bags and Suitcases exceeding size restrictions (18” x 13” x 7”) Packages
  • Drones and other Unmanned Aircraft Systems
  • Animals other than service/guide dogs
  • Bicycles, Scooters, Folding Chairs, Balloons, Coolers, Glass, Thermal or Metal Containers
  • Umbrellas (umbrellas without metal tips will be permitted)
  • Pointed object(s), to include knives of any kind
  • Aerosols, Tobacco Products, e-Cigarettes, Lighters, Matches
  • Firearms, Ammunition, Fireworks, Laser Pointers, Stun Guns, Tasers, Mace/Pepper Spray, Toy Weapons, Range Finders
  • Tents and Structures
  • Supports for signs and placards
  • Any Other Items Determined to be Potential Safety Hazards

Violation is prohibited. Persons entering these areas are subject to search.
Persons demonstrating or otherwise using these park areas should remove
themselves and any personal property from these closed park areas by 10:00
a.m. on Tuesday, October 29, 2024.

In conjunction with the 2024 Eisenhower Executive Office Building Halloween event, the National Park Service is imposing a temporary closure of Pennsylvania Avenue, NW, between 17th Street, NW, and West Executive Avenue, NW, to include the southern sidewalk; and the eastern half of Layfette Park, to include the interior sidewalks (the northern sidewalk adjacent to H Street, NW will remain open to pedestrian traffic) as noted on the attached map from approximately 7:30 a.m. until approximately 11:00 a.m. on Wednesday, October 30, 2024. A map illustrating the closed park areas and those under other jurisdiction is attached. The area will remain closed following this closure pursuant to a separate closure notice through approximately 11:00 p.m. on October 30, 2024.The National Park Service is also imposing a public use limitation and will not allow into the event:

  • Laptops, Tripods, Monopods, and Selfie Sticks
  • Large Bags and Suitcases exceeding size restrictions (18” x 13” x 7”)
  • Packages
  • Drones and other Unmanned Aircraft Systems
  • Animals other than service/guide dogs
  • Bicycles, Scooters, Folding Chairs, Balloons, Coolers, Glass, Thermal or Metal Containers
  • Umbrellas (umbrellas without metal tips will be permitted)
  • Any pointed object(s), to include knives of any kind
  • Aerosols, Tobacco Products, e-Cigarettes, Lighters, Matches

In conjunction with the 2024 White House Hallo-READ event being held at the White House, the entire Ellipse, including its side panels, roadways, and sidewalks; Sherman Park, to include the interior sidewalks; First Division Park, to include the interior sidewalks; E Street, NW from 15th to 17th Streets, NW, to include the sidewalks along the above mentioned areas except those immediately adjacent to 15th Street NW, 17th Street NW, and Constitution Avenue NW, and the eastern half of Layfette Park, to include the interior sidewalks (the northern sidewalk adjacent to H Street, NW will remain open to pedestrian traffic) will be closed, from approximately 11:00 a.m. to approximately 11:00 p.m. on Wednesday, October 30, 2024. Please note that the White House Sidewalk, between East Executive Avenue, NW and West Executive Avenue, NW. as well as areas of the southern half of Lafayette Park will be closed due to the ongoing construction in those areas related to the 60th Presidential Inauguration. NOTICE TO THE PUBLIC

On Thursday, July 25, 2024 the National Park Service at the request of the United States Secret Service is imposing a temporary closure of the Ellipse and its side panels, roadways and sidewalks, E Street and its sidewalks between 15th-17th Streets, First Division Monument and State Place, Sherman Park, Hamilton Place, all but the Northeast quadrant of Lafayette Park, and the White House Sidewalk, in conjunction with an official visit by the Prime Minister of Israel to the White House as delineated in the attached map and as further delineated by fencing. Specifically, there will be a temporary closure to the public of the following locations from approximately 6:00 a.m. on Thursday, July 25, 2024 to approximately 11:00 p.m. on Thursday, July 25, 2024:

    • E Street, NW, from 15th to 17th Streets, NW, to include the sidewalks along First Division Park and Sherman Park; and the south fence line of the White House grounds;
    • The Ellipse, to include the interior sidewalks and roadways; Sherman Park, to include the interior sidewalks (the east sidewalk on 15th Street, NW, can remain open to pedestrian traffic); and First Division Park to include the interior sidewalks (the west sidewalk on 17th Street, NW, can remain open to pedestrian traffic);
  • The White House Sidewalk, between East Executive Avenue, NW and West Executive Avenue, NW, and Lafayette Park

A map illustrating the closed park areas is attached.The park area will be closed to the public to provide security and ensure public safety during the official visit by the foreign government official to the White House. Persons demonstrating or otherwise using these park areas should remove themselves and any personal property from the closed park areas in the vicinity of the White House by 6:00 a.m. on Thursday, July 25, 2024. On Wednesday, July 10, 2024 the National Park Service at the request of the United States Secret Service is imposing a temporary closure of the Ellipse and its side panels, roadways and sidewalks, E Street and its sidewalks between 15th-17th Streets, First Division Monument and State Place, Sherman Park, Hamilton Place, Lafayette Park and the White House Sidewalk in conjunction with the North Atlantic Treaty Organization (NATO) Leaders Summit Dinner at the White House as delineated in the attached map and as further delineated by fencing. Specifically, there will be a temporary closure to the public of the following locations from approximately 4:00 p.m. on Wednesday, July 10, 2024 to approximately, 12:00 a.m. on Thursday, July 11, 2024:

  • E Street, NW, from 15th to 17th Streets, NW, to include the sidewalks along First Division Park and Sherman Park; and the south fence line of the White House grounds;
  • The Ellipse, to include the interior sidewalks and roadways; Sherman Park, to include the interior sidewalks (the east sidewalk on 15th Street, NW, can remain open to pedestrian traffic); and First Division Park to include the interior sidewalks (the west sidewalk on 17th Street, NW, can remain open to pedestrian traffic);
  • The White House Sidewalk, between East Executive Avenue, NW and West Executive Avenue, NW, and Lafayette Park

A map illustrating the closed park areas is attached.The park area will be closed to the public to provide security and ensure public safety during the NATO Leaders Summit Dinner. Please note, it is anticipated that Secret Service personnel will temporarily restrict public access in these areas during the installation of anti-scale fencing. These restrictions are expected to begin on Monday, July 7, 2024, from approximately 6:00 p.m. and continue on a rolling basis until approximately 6:00 a.m. on Wednesday, July 10, 2024. These public access restrictions are necessary during fence installation to ensure the safety of the public as well as the personnel engaged in installation. Once fence installation is complete in a specific area, public access will be restored until the above-referenced event-related public access restrictions begin at approximately 4:00 p.m. on July 10, 2024. Persons demonstrating or otherwise using these park areas should remove themselves and any personal property from the closed park areas south of the White House by 4:00 p.m. on Wednesday, July 10, 2024.

The entire Ellipse and its side panels, roadways and sidewalks, E Street and its adjacent north and south sidewalks from 15th Street to 17th Street, N.W., State Place, Sherman Park, the park surrounding the First Division Monument, and Pennsylvania Avenue, NW, from 15th Street, NW to 17th Street, NW including the White House Sidewalk along Pennsylvania Avenue N.W. between East Executive Avenue and West Executive Avenue will be closed on Wednesday, June 26, 2024 from approximately 4:00 p.m. to 11:00 p.m. for the 2024 White House Pride Event. Please be advised that exact times are subject to change, based upon the evolving schedule of the event. However, the United States Secret Service has communicated to the NPS that it will notify us as soon as practicable of any changes in dates and times or if these restrictions are no longer necessary. At the request of the United States Secret Service the National Park Service is also imposing a public use limitation and will not allow into the event:

  • Laptops, Tripods, Monopods, and Selfie Sticks
