HISTORY:
Lloyd E. Miller was born in 1920 in Pennsylvania Dutch country. His family moved to Fort Lauderdale, Florida in 1939. After leaving the military in 1944, he joined them in South Florida. Miller has been an environmental activist since 1955 when he organized the Florida Saltwater Conservation Association. After learning about the Izaak Walton League of America in 1959, Miller organized a local chapter in Miami called the Mangrove Chapter. In 1961, the group learned of a company named Seadade, led by Daniel K. Ludwig. Ludwig purchased 18,000 acres of land on Biscayne Bay to develop an oil refinery and other industrial complexes. Miller was a founding member of the Safe Progress Association (SPA), a grassroots organization created to oppose Ludwig’s proposal. Miller, along with others in the SPA, fought Seadade’s petrochemical plant as well as the establishment of the City of Islandia and associated causeways from the mainland across Biscayne Bay. Miller’s efforts, along with other environmentalists, led to the creation of Biscayne National Monument. Miller was present in Washington, DC when President Lyndon B. Johnson signed the park’s enabling legislation on October 18, 1968. This victory encouraged Miller and others to continue their crusade for the environmental protection of Biscayne Bay and other areas of South Florida. From 1969 to 1971 he was involved in campaigns against the proposed seaport and other development, as well as Turkey Point Nuclear Power Plant discharges into Biscayne Bay. In 1980, he was a part of the monument’s enlargement and rededication ceremony as Biscayne National Park. In 1999, Miami-Dade County’s Mayor Alex Penelas and others wanted to convert the Homestead Air Force Base, devastated by Hurricane Andrew in 1992, into a commercial airport. Miller and other environmentalists fought against this development, fearing the impacts the new airport would have on both Biscayne National Park and Everglades National Park. Their voices were heard by the Clinton administration and the plan for a new airport was rejected. In 2008 Miller’s book, "Biscayne National Park- It Almost Wasn't" was published. The book chronicles the history of the fight to protect Biscayne Bay and the establishment of national monument. In January 2007, Miller was awarded the National Parks Conservation Association’s prestigious Marjory Stoneman Douglas Award for his untiring efforts on behalf of Biscayne National Park.

DESCRIPTION: This collection consists of records created and received by Lloyd E. Miller, a key member in the fight to protect Biscayne Bay as a unit of the National Park Service. Initially established as Biscayne National Monument in 1968, it was expanded and renamed Biscayne National Park in 1980. The collection includes papers from the Safe Progress Association, correspondence, newspaper clippings, photographs, research materials, and a copy of Lloyd Miller’s book Biscayne National Park—It Almost Wasn’t.
