The National Park Service (NPS) initiated the formal National Environmental Policy Act process and began a 31-day public scoping period for the Tomales Point Area Plan for Point Reyes National Seashore on August 25, 2023. The 31-day comment period closed on September 25, 2023. In addition, the NPS hosted a virtual public meeting on Thursday, September 7, 2023. The public was encouraged to submit comments through the NPS's Planning, Environment, and Public Comment (PEPC) website. Comments were also accepted by US mail and in person at the park. The report below describes the public scoping comment period and presents a summary of public comments received. This report constitutes a comprehensive summary of substantive comments submitted during this public comment period, and assisted the NPS in preparing the environmental assessment for the Tomales Point Area Plan. The NPS received over 25,000 comment letters. These documents contain all of the correspondence that was entered into the PEPC website, including transcriptions of correspondence received via comment card, postal mail, or hand delivery for comment letters 1 to 19,000. Unique comment letters from 19,000 to 25,115 are also included. These documents have been modified to exclude any personal identifying information of individuals such as street address, email address, or telephone numbers.
