Since 2002, the National Park Service (NPS) Hydropower Assistance Program (HAP) has participated in Federal Energy Regulatory Commission (FERC) hydropower licensing proceedings to protect, improve, and expand access to outdoor recreation on over 2,500 river miles and over 1,700 miles of trails. These efforts have contributed to the conservation of over 81,600 acres of parks and open space. Because hydropower licenses are issued for 30- to 50-years, the licensing process represents a once-in-a-generation opportunity to evaluate and address each project’s unique energy, natural, cultural, and recreational resources.
As a result of the FERC process, hydropower licenses have resulted in significant recreation and conservation improvements, including more access points, visitor amenities, shoreline protection, flows for recreation, and interpretation and education.
