The 2008 Nationwide Programmatic Agreement addresses NPS compliance with Section 106 of NHPA including its consultation with State Historic Preservation Officers, Federally recognized Indian tribes, Native Hawaiian organizations, and the ACHP. Through the PA, each Park Superintendent serves as the responsible agency official for the purposes of Section 106 compliance for their park. The Superintendent works with the park’s Section 106 Coordinator and the park’s Cultural Resource Management (CRM) Team to fulfill the PA’s Section 106 requirements. The Program Comment on Stewardship and Management of National Park Service Mission 66-Era Facilities (2024) provides park superintendents with an optional tool that reduces or eliminates external reviews for certain straightforward Mission 66-era focused undertakings. It also allows superintendents to consider Mission 66-era facilities them as eligible for the National Register of Historic Places (NRHP) when they reference the Multiple Property Documentation Form (NRIS #64501248) (MPDF), thereby addressing NPS’s identification backlog.
