Washington – The National Park Service, in cooperation with the Global War on Terrorism Memorial Foundation, is accepting comments from the public on the site for the proposed National Global War on Terrorism Memorial. Three locations within the District of Columbia have been identified for consideration as a site for the memorial: Constitution Avenue and 23rd Street NW, Constitution Gardens, and along the Potomac River at Ohio Drive SW and West Basin Drive SW. Comments are being accepted on the project website through April 14.

A virtual public scoping meeting to discuss the sites and answer questions will be held on Tuesday, March 21, 2023 from 7 p.m. – 8:30 p.m. The meeting can be accessed at this link. National Park Service officials will present the concept alternatives and be available for questions. Please note that comments from the meeting will not be recorded, so please submit formal comments for the proposed improvements by commenting online or by mail.

In August 2018, Public Law 115-51 authorized the Global War on Terrorism Foundation to establish a commemorative work on federal land in the District of Columbia to commemorate and honor the members of the Armed Forces that served on active duty in support of the Global War on Terrorism. The foundation will design and construct the memorial at the selected location (design will be addressed in a future public scoping process), and the National Park Service will be responsible for its long-term maintenance following the dedication.

How to Comment
The preferred manner for providing comments is via an online form through the National Park Service Planning, Environment, and Public Comment website, used by the agency to manage official correspondence and analyze public comment in the planning process. From the project website (parkplanning.nps.gov/GWOT) navigate the menu on the left-hand side of the page to “Open for Comment,” then open the “Global War on Terrorism EA Site Selection” folder. Background materials are at the site, and the green “Comment Now” button links to the online form.

Comments may also be submitted in writing to:

Comments must be entered into the website or postmarked by April 14, 2023 to receive consideration.
