We are making progress on the contracting documents package for our Great American Outdoors Act (GAOA) funded Utilities Project for Wahweap and Lone Rock water and wastewater systems.
May 2024: Phase I addresses wastewater facilities by repairing or rehabilitating lift stations and sewer mains, upgrading a web-based monitoring and controls program for utility systems, and replacing the sewer main across the Glen Canyon Dam Bridge.
Phase I is currently in the solicitation process. We anticipate it to be under contract in late 2024 for the remaining design effort and construction effort.
Phase II addresses water facilities by constructing a new water well, water treatment plant, water storage tanks, and upgrades to the water distribution system. Phase II is currently in the pre-design phase.
April 2025:
- Wastewater Phase: Contractor proposals have been evaluated, and the project is nearing final design and construction award.
- Water Phase: Field investigation work is ongoing to determine the optimal well site for a safe and reliable drinking water source.

Water Rehabilitation Phase: New water well location has been identified and tested near Greenhaven community. Design build award is going through the Federal Acquisition process with Request for Proposals to be advertised late February 2026.
March 2026:

- Water Rehabilitation Phase: The Schematic Design efforts were completed in March 2026, marking the conclusion of this phase of the project. The project team is currently developing the scope of services and request for the Construction Documents phase and will transition into the next phase soon.
This ramp is currently open to paddlecraft only. Planning and design continues for a construction project which would extend this ramp to enable public water access for a variety of user groups. The park is working with the Navajo Nation to determine the preferred design option. The contractor will finalize this work into a report for the park to move the project to schematic design next. The park received FY 23 Disaster Supplemental funding for this project. This funding will cover design to construction of this project.
December 2024: We are moving forward on the planning for this project. Once completed the new ramp will have the potential for lake access at water level as low as 3520 ft (above sea level).
April 2025: Ready to award the design-build contract, pending Park Service Director approval.
September 2025: Received National Park Service Director approval to proceed. Finalizing the Categorical Exclusion compliance process. The design build solicitation is planned to be awarded this fall with a tentative substantial completion date November 2027.
January 2026: The (RFQ) request for qualifications from industry have been received and reviewed and approved by the technical evaluations panel. We have entered into phase two of the award process and are awaiting price proposals from all three of offerors that we have qualified. No Schedule for design or construction will be available until after the contract has been awarded.

Construction: Internal reviews continue of the Phase I source selection recommendations, as well as development of the Phase II solicitation package, continue. The Phase II RFP is expected to be submitted to the shortlisted design-build teams.

January 2026: Comments from internal contracting reviews have been received and are being addressed within the contract solicitation package. The updated package will be sent to the solicitor and policy next. Once authorized the solicitation will be posted on sams.gov for this single-phase Design-Build project; currently targeted for public posting February 2026.

The NPS (Glen Canyon NRA and Canyonlands National Park), the economy of Utah, and the river rafting community are affected by the need for a sustainable takeout ramp at Hite for Colorado River trips in Cataract Canyon.
Glen Canyon secured FY 23 Disaster Supplemental Funding to rapidly advance the planning and design for a new river takeout ramp that will be more sustainable long-term. This will fund a design build contract for this project, restoring access to the river at Hite. NPS had previously undertaken hydrology assessments that have identified feasible recommended locations.
The location selected for this new ramp is on the south side of the Colorado River, just west of the bridge at Hite. We are moving quickly to obtain schematic designs and begin our environmental assessment process. A design build contract, which culminates in construction, will then be announced by our project managers at Denver Service Center. We don’t have solid dates for construction start and completion at this time. Once we have schematic designs, the NPS will begin the environmental and cultural compliance process. That National Environmental Policy Act (NEPA) process will inform our contracting timelines for a design build contractor. We will share updates as they become known and after we have the schematic design for the ramp. We appreciate your interest and look forward to working with all interested and affected parties on this.
September 2024: Hydrogeologic surveys conducted this summer are indicating that the design will need to be adjusted to ensure the long-term sustainability for this river access project. These findings do not affect the preferred location.
December 2024: Cultural site surveys have been conducted and we are awaiting final report of findings to further refine the specific area of roadway design for construction.
April 2025: Environmental Assessment (EA) task order is being issued for proposed construction.
September 2025: Design build award is scheduled for March 2026. Substantial completion date is yet to be determined.

* Interim North Wash improvements. The State of Utah has partnered with GLCA to utilize state grant funding for improvements at North Wash made possible by a Philanthropic Construction Donation Agreement. This partnership is welcome and intended as an interim solution while the new sustainable Hite ramp is being constructed.The improvements are currently being designed and anticipated to be completed in April 2027.
We are moving forward with long-term planning for access infrastructure that will have features and functionality that will support water visitation to Rainbow Bridge National Monument at lower water elevations. On August 8, 2023, the NPS Denver Service Center issued a solicitation for architect and engineering services to relocate and rehabilitate the Rainbow Bridge floating walkways and anchor system.
April 2025: The contractor's conceptual design was rejected due to accessibility, sustainability, constructability, and boundary encroachment issues. The team is pursuing alternative concepts for pre-design.
September 2025: Denver Service Center office has assigned a new lead for this effort and anticipate the conceptual design will restart late fall 2025.
January 2026: The new project lead has been assigned. Plan to send out Request for Qualifications (RFQ) after new Indefinite Delivery Indefinite Quantity (IDIQ) contract for Architectural and Engineering services is awarded (Feb. 2026 timeframe). DSC is making revisions to RFQ, Scoping/Pre-Design/Schematic Design Scope of Services, and project management plan per park and region comments.
The project in this location is for a new boat ramp and marina access at Bullfrog Stanton Creek. The Bullfrog Stanton Creek location offers lower elevation ramp providing access at lake level elevation of 3500 ft. with a design alignment that would allow future access to elevation 3450.
April 2025: The Environmental Assesment is nearly complete and will be shelved for future use if construction becomes necessary.
September 2025: New ramp construction at Stanton Creek is being reconsidered for full funding at the NPS Washington office.
January 2026:

In February 2024 we began collecting data points on possible vessels that needed to be salvaged. Next steps included defining the means and methods and timing of implementation. There is no planned end date for this data collection effort as the park needs to collect and store this data in perpetuity.

We are planning a mid-lake fuel service station that will be operational at low water and not dependent on support systems from a fixed, land-based station. Congress authorized funding support for this alternative fuel station in the Fiscal Year (FY) 2023 budget appropriation in a Disaster Supplemental. A contract was awarded to a marine engineering firm (Stantec) to provide a design for this new infrastructure. A Stantec team did field work to survey and develop design concepts for this replacement infrastructure.
September 2024: Input has been collected from the concessioner for design considerations. Predesign and location determinations are in progress.
December 2024: A value analysis workshop was conducted in November that resulted in our best approach and options to move forward with final design.
April 2025: We are evaluating project prioritization to cover funding shortfalls within our Disaster Supplemental program.
