Biographical Note
George B. Hartzog Jr. was born on March 17, 1920, in Colleton County, South Carolina. His father was forced to sell the family farm during the Great Depression. Soon after, their home burned, and the family lost everything. Hartzog later wrote, “We survived the poverty of the next years by the grace of God, the charity of neighbors, and the welfare of the New Deal.”
Hartzog graduated from Carlisle Military School, before enrolling in Wofford College in Spartanburg, South Carolina in 1937. Sponsored by an anonymous local businessman, Hartzog began studying Methodist theology. He wanted to be a minister but was forced to leave school to support his family. He took a job as a stenographer in a local law office. Hartzog briefly served in the US Army from September 1940 to May 1941. He began reading law under one of the firm’s partners and, without attending law school, he was admitted to the South Carolina Bar and the Supreme Court of South Carolina in December 1942. He was in private law practice when he was inducted into the Army again on March 18, 1943.
During WWII he was stationed at Camp Miles Standish in Tauton, Massachusetts. He was a military policeman (MP) for at least some of his enlisted career. Through a family connection, he dined at the Carlson's home when he arrived in Boston, taking their daughter Helen Genevieve Carlson to the theatre that evening. She was a native Bostonian, born on March 22, 1923. She studied voice and piano from an early age. As a teenager she was part of a singing group that traveled throughout Massachusetts and performed on a weekly radio show in Boston. She enrolled in the School of Music at Boston University and took extension courses at Harvard College.
He was released from active duty as a 1st Lieutenant on March 10, 1946, although he remained in the Army as an active reservists (captain) from 1946 to 1958. In 1946 Hartzog got a job as an adjudicator in the General Land Office of the Department of the Interior (DOI). He didn't stay in that position long, taking a position in the Office of the Chief Counsel at the National Park Service (NPS) in October 1946
After a three-and-a-half year courtship, George and Helen married on June 12, 1947, in Cambridge, Massachusetts. She gave up her music career after they married, but her love of music remained. It would play an important role in her future position as the wife of an NPS superintendent and director. The Hartzogs lived in three different locations while he was with the chief counsel's office: Chicago, (until October 1947); Lake Texacoma National Recreation Area in Denison, Texas (October 1947-August 1948); and Washington, DC (August 1948-April 1951). Helen gave birth to twins, George III and Nancy, in 1949. Their youngest son Edward was born in 1962.
Hartzog was admitted to practice law before the Supreme Court of the United States in October 1949. In April 1951, he was promoted to assistant chief of Concessions Management in Washington, DC. That same year he enrolled in night courses at American University, graduating with BA and MA degrees in business administration in 1953 and 1955, respectively.
In August 1955, Hartzog became assistant superintendent at Rocky Mountain National Park. He transferred to the same position at Great Smoky Mountains National Park in late 1957. These positions gave him experience in park operations, handling visitor emergencies, dealing with concessioners, maintaining relationship with the surrounding community, and wildlife management. Helen quickly came to appreciate how much park families cared for each other and supported each other. She carried that learned with her throughout her life. She became involved in the social life of each park where they were assigned and made promoting a sense of community a high priority. “We were as much park people as our ranger-husbands,” she once said.
In 1959 Hartzog became superintendent of the Jefferson National Expansion Memorial (JNEM), responsible for implementing plans to build the Gateway Arch. The project had been plagued by local politics, bureaucratic red tape, and naysayers since the 1930s. Hartzog injected the project with a fresh vision and energy, overcoming new roadblocks as they appeared and responding to proposed design changes by architect Eero Saarinen. He also recognized the importance of having a Museum of Westward Expansion beneath the arch, successfully advocated for it, and hired Aram Mardirosian to design it. In 1961, Sarinaan died, and the project did not have the necessary funds needed for construction and materials. Yet Hartzog persisted, finally succeeding in uniting the public and private sector to begin construction of the Gateway Arch.
In St. Louis, Helen also engaged in the community and initiated NPS family gatherings. She hosted Christmas gatherings for the children of the employees and, on one memorable occasion, temporarily transformed the basement of their home into a French café where park staff could socialize.
In July 1962 Hartzog resigned to become executive director of Downtown St. Louis, Inc. He returned to the NPS as an associate director in February 1963. Relocating to the Washington, DC area, the Hartzogs purchased a farmhouse with a few acres in McLean, Virginia, where they could raise their children among a few farm animals and garden. NPS Director Conrad Wirth announced his retirement and Hartzog was appointed director in October. A month later President John F. Kennedy was assassinated, placing his appointment into doubt. However, President Jonson confirmed Secretary of the Interior Steward Udall’s choice and Hartzog became NPS director in January 1964.
Hartzog was a consummate politician and negotiator, working effectively with members of Congress, Udall, and First Lady Johnson. Friendly with the Johnson family, including President Lyndon B. Johnson, he and Lady Bird Johnson developed a strong rapport. Together with Udall, Hartzog helped Mrs. Johnson with many of her beautification projects and they traveled together often. He was a frequent visitor on the Hill, meeting and corresponding with Congressmen and their staffers to advance his NPS agenda.
Director Hartzog was a key player in passage of the National Historic Preservation Act in 1966. He was also instrumental in Congressional approval for the 1971 Alaska Native Claims Settlement Act, allowing 80 million acres of Alaska wildlands to be withdrawn for new national parks, wildlife refuges, and wilderness. By the end of his tenure, he claimed to personally know over 300 members of Congress.
The Hartzogs understood the importance of personal relationships, and Helen believed that entertaining helped advance his vision for the NPS. She warmly welcomed guests to their home. Soon after his appointment as director, the family hosted a sit-down dinner for several hundred people at their home in McLean, Virginia. The dinner marked a dramatic beginning for the entertaining Helen would do during her husband’s tenure, including dinners for Congressional representatives, a dinner for Ansel Adams, and a book signing for Secretary of the Interior Stewart Udall. These gatherings gave the director the opportunity to advocate effectively for NPS priorities and programs.
Always a gracious host, Helen also recognized and respected the limitations on her involvement in official park business. She humbly described her role as that of a “helper.” George noted Helen’s “incomparable ability to smile, be gracious, say something, and tell nothing.” She traveled with him whenever possible, sometimes bringing the children with them. She joined him on “show me” tours with congressmen and their wives. A particularly memorable trip for her was a Europe tour to study historic preservation (leading to the National Historic Preservation Act of 1966). She also accompanied him to Alaska during a congressional trip to evaluate land for federal protection, which eventually added 43.6 million acres to the National Park System.
At her dinners, she created a relaxing environment with a sense of comradery where NPS employees could candidly discuss their concerns and collaborate on solutions. Her reputation as a musician was also well known and she played piano at many dinners and gatherings. Laurance S. Rockefeller took great pleasure in her music and would ask her to bring her sheet music to his New York home when the Hartzogs visited so that they could sing together.
As director, Hartzog accomplished much toward his three major goals: to expand the system to save important areas before they were lost, to make the system relevant to an urban society, and to open positions to people who had not previously had much access to them, especially minorities and women. The size and scope of the National Park System increased dramatically during Hartzog’s tenure. In just nine years, 2.694 million acres of parkland were added in 78 areas, including 69 new units. Five national parks were created: Voyageurs, Guadalupe Mountains, North Cascades, and Redwoods. Under his leadership new historic sites, national recreation areas, national preserves, national scenic rivers, national lakeshores, and national seashores were added. Significantly, Hartzog sought to add units near urban areas. Two of the most significant achievements of his urbanization initiative were the 1972 establishments of Gateway National Recreation Area in New York and Golden Gate National Recreation Area in San Francisco. His relationship with the Johnsons allowed him to advocate for the establishment of the Lyndon B. Johnson National Historic Site. By the end of his tenure, the NPS had at least one unit in every state except Delaware.
Under Hartzog’s leadership, the NPS created several new programs that remain integral to visitor experiences today, including the expansion of living history demonstrations and creation of the environmental education program. He advanced his wife’s idea to create the NPS Volunteers-In-Parks Program. Harpers Ferry Center, the NPS interpretive design center, was also created during his tenure. The Summer in the Parks program was a hugely successful effort to connect urban populations, particularly children, in and around Washington, DC with parks and recreation. Hartzog also worked to increase diversity among the NPS workforce, hiring women and people of color into management positions. In 1968, he hired Grant Wright to head the U.S. Park Police. Wright was the first black man to head a major police force in the country. He also appointed several women superintendents.
Despite his popularity and effectiveness as director, Hartzog fate was sealed when he canceled a special use permit for businessman Charles “Bebe” Rebozo’s brother-in-law at Biscayne National Monument (now national park). Rebozo, a close friend of President Richard Nixon, owned the Coco Lobo Club and property on Adams Key when the national monument was established in 1968. The legislation required he sell his property to the government. Nixon fired Hartzog and his directorship ended in December 1972.
Hartzog returned to law, developing a practice that specialized in environmental law. She owned and operated an antique shop in McLean. They continued to advocate for the NPS. His autobiography, Battling for The National Parks, was published in 1988. Hartzog was the recipient of numerous awards throughout his life including the Cornelius Armory Pugsley Award, the Henry M. Jackson Award for Distinguished Public Service, the Rockefeller Public Service Award, and five honorary doctorates. In 2008 Clemson University established the George B. Hartzog Jr. and Helen C. Hartzog Institute for the Parks to both recognize the couple’s relationship with the university and to provide a broad range of educational and training opportunities for prospective park professionals.
On June 27, 2008, Hartzog died in Arlington, Virginia. Upon his death, National Park Service historian Robert Utley called Hartzog "the greatest director in the history of the service" and "an empire builder." Helen Hartzog died on February 11, 2002, age 98.

Scope and Content Note
Select materials related to the personal lives of George and Helen Hartzog prior to, during, and after their work in the NPS. Calendars, daybooks and planners include both personal and professional appointments. Representative songbooks reflect Helen’s musical contributions in support of her husband’s work and at NPS and personal events. Guestbooks, programs, cards, and invitations also reflect her role as “first lady” of the NPS and hostess of many official and unofficial NPS events. Most of the correspondence is addressed to Helen Hartzog on subjects relating to her involvement in the NPS Women’s Organization, the Estes Women’s Club (Estes Park, Colorado), and other events she either planned or participated in while George was employed by the NPS. Documents associated with an oral history completed with Helen Hartzog are included. Correspondence with many former NPS individuals also includes information of a personal nature such as marriages, illnesses, deaths, and vacations. A representative sample of inspirational materials, including stories, jokes, articles, clippings, and quotations collected by and sent to George B. Hartzog during his tenure as NPS Director and until his death reflect his character, sense of humor, and ongoing interest in issues relevant to the NPS. Materials relating to George Hartzog’s retirement and the program and other materials from his funeral are also present.
