The Pennsylvania State Memorial is located at Grant Circle, milepost 4.6. It was built at a cost of $12,500 and was dedicated on March 24, 1906. The dedication was originally scheduled for 1905, but was delayed when a yellow fever outbreak occurred in Vicksburg.

The Memorial was designed by Albert Randolph Ross and is made of granite. Steps lead up to an elliptical platform. At the center is a tall stone slab that features five bronze relief portraits of the regimental commanders of the Pennsylvania units that served at Vicksburg. At the top of the slab is an inscription that reads:

“Here brothers fought for their principles; here heroes died for their country; and a united people will forever cherish the precious legacy of their noble manhood.”

On the back of bench seats located on each side of the stone slab is engraved "Campaign and Siege of Vicksburg."
