The National Park Service plans for one purpose - to ensure that the decisions it makes are as effective and efficient as possible in carrying out the NPS mission.
The National Environmental Policy Act of 1969 (NEPA) is landmark environmental legislation that requires all federal agencies to:
prepare studies of the impacts of and alternatives to proposed federal actions;
use the information contained in such studies in deciding whether to proceed with the actions;
and diligently attempt to involve the interested and affected public before any decision affecting the environment is made.
Read together, the provisions of NEPA and the National Park Service Organic Act jointly commit the Service to make informed decisions that perpetuate the conservation and protection of park resources unimpaired for the benefit and enjoyment of future generations.

The Hoary Marmot is the largest member of the ground squirrels. These guys hibernate half or more of their life away. They have very thick fur and a substantial fat layer that protects them from the cold. You are not as likely to see them on hot days as they hide in the shade to keep cool.
