Essential Competencies for Risk Management


 

Accident Investigation

Systematic investigation of events leading to accidents to determine cause and identify methods to prevent recurrence.


Bureau Orientation and Administration

Knowledge of National Park Service mission and organization and Federal Government administration.


Communication

Communication with employees, supervisors and management concerning safety and occupational health procedures, deficiencies, and responsibilities.


Construction Safety

Inspection and evaluation of construction activities and application of construction safety standards in order to prevent injury, exposure to hazards and property damage associated with construction accidents.


Environmental Monitoring and Sampling

A continuing program of observation, measurement and judgement necessary to recognize potential health hazards and judge the adequacy of protection, and the taking of environmental measurements for the purpose of evaluating employee exposure to workplace hazards.


Fire Protection and Life Safety

Assessment of hazards in buildings from fire, application of prevention or protection techniques to prevent or limit damage to buildings from fire and provide for safe egress of people from buildings.


Occupational Workplace Surveillance

Identification and assessment of occupational health hazards and developing methods to control hazards through engineering controls or personal protective equipment.


Personnel Management

Understanding and application of Federal personnel management rules and procedures.


Planning

Assessment of park safety and occupational health needs, develop safety program plans, develop budgets, and assist management in meeting their safety responsibilities.


Problem Solving

Safety Hazard recognition, analysis and communication with others in order to effect corrective action.


Safety Inspections

Systematic observation of facilities and job activities to evaluate and recommend compliance with regulations and accepted safe practices.


Safety Procedures/Regulations/Inspections

Knowledge of safety and occupational health procedures and regulations and ability to evaluate and recommend compliance with regulations and accepted safe practices.


Standards, Regulations & Procedures

Understanding of and ability to interpret and apply safety and occupational health standards, regulations, and procedures.


Supervisory and Management

Supervision of subordinate employees and management skills to effectively manage program.


Technical Safety Knowledge

Ability to obtain, understand and provide technical guidance on safety and occupational health principles, practices and procedures.


Training and Development

Develop, coordinate and provide safety training for park management, supervisors and employees.


Workers' Compensation

Managing workers' compensation cases, assisting injured employee and families with OWCP procedures, and working to return employees to work.
