Essential Competencies for Planning, Design & Construction


 

Communication Skills

The ability to exhibit effective two-way communications between team members and partners through oral and written methods.


Contract Administration

Ability to apply basic contract law; knowledge of negotiation theory; ability to read and comprehend contract drawings; ability to implement Project Supervisors Guideline; and perform contract correspondence and documentation.


Development of Specifications

The writing, editing, and reviewing of construction specifications and assisting others in the preparation of specifications, including preparation of legal portions of project manuals.


Documentation

The recording of major factors and events affecting the development of guide specifications; information sources used; and the review process.


Editing Methods

The ability to mechanically edit documents with attention to matters of consistency in capitalization, spelling, and hyphenation; agreement of verbs and subjects and other matters of syntax; punctuation; and details of style.


English Usage

The ability to apply rules of standard English grammar in mechanically edited documents.


Environmental/Heritage Ethics

The ability to balance legislative factors, traditional and future considerations, and resource stewardship in the planning, design, and construction process.


Inter/Intra-Personal Skills

The ability to build partnerships, resolve conflicts, provide excellent customer services, exhibit effective facilitation and presentation skills, and to set goals.


Knowledge of Discipline

Subject matter knowledge of the employee's profession.


Leadership/Management

The ability to practice creative problem-solving, effective negotiation, constructive evaluation, and sound program and fiscal management.


NPS Management Policies/Ethics

The ability to develop budgets for line-items construction plans; to follow NPS project development procedures; to interpret and implement NPS design guidelines; and to understand the planning and legislative processes in Government.


Safety/OSHA

The ability to adhere to and apply OSHA regulations; to recognize and mitigate HAZMAT conditions; and to use explosives within NPS guidelines.


Technical/Professional Skills

Specialized skills necessary to carry out the functions of an identified technical or professional job.


Text Publishing Methods

The ability to prepare camera-ready text for printing and to coordinate the inclusion of graphic materials.
