Essential Competencies for Administration & Business Practices


 

Acquisition Management

Application of contract administration and negotiation in acquisition management.


Administrative Support

Provides personal support for the administrative needs of individuals and of work units. These areas include completion of timekeeping records, completion of all travel documents to ensure correct and prompt reimbursement, assistance in the formulation and tracking of budgets.


Budget/Fiscal/Finance

Meeting of congressional/executive budgetary requirements; communicating program operations through financial statements and providing advice and technical review of budget justifications.


Crisis Resolution

Management of conflict using processes of creative and dynamic approaches to interpersonal negotiation, problem-solving, and resolution.


Ethics/Ethics Program

Application of ethical judgement and recognition of ethical problems to avert potential problems and to provide a foundation of an ethics and compliance program.


Facilitation

Use of skills in problem-solving, arbitration, and negotiation for activities involving varied disciplines.


General Management

Resolution of administrative problems using sound productivity and motivation techniques; thorough understanding of the park/subunit and/or cluster organization; use of problem-solving and decision-making techniques; successful management of change.


Human Resources/EEO

Providing appropriate and effective advise in areas and situations on major personnel and equal opportunity laws, regulations, and rules.


Information Management/Computers

Development and knowledge of computer operations in a work unit.


Knowledge of Discipline

Subject matter knowledge of the employee's profession.


Management Analysis

Conduct of analysis and evaluation of management and/or program processes and issues.


Office Management

Provides overall clerical and support for routine office operations. This would include the production of all required documents using software applications and associated equipment.


Property/Space/Quarters/Fleet Management

Property management and maintenance of comprehensive inventory records; execution of housing management program.


Support Services

Includes services necessary to support the operation, such as incoming/outgoing mail operations, maintaining a filing system, disposition of records, securing printing services, maintaining adequate supplies and forms.
