Community Building
Training and expertise in establishing oneself as an agency representative in diverse communities, handling positive and negative perceptions/attitudes, seeking out neighbors as partners, fostering cooperation and effective media relations, and creating understanding and support for NPS mission and activities.
Decision Making and Risk Management
Making effective decisions based on appropriate analysis. Role of problem solving in decision making, with emphasis on risk management. Focus on case studies and role playing.
Ethics
Knowledge of Federal Ethics and Conduct requirements including laws and regulations and Department of Interior standards governing employee conduct; supervisory responsibilities for guiding employees in matters of personal ethics and conduct. Ability to work in relationships with Cooperating Associations, Friends Groups, contractors and others which do not compromise the reputation of the agency.
Financial Management
Current procedures for budget programming and execution. Effect of Federal Financial System on implementation of budget. Managers' responsibilities in the preparation and tracking of budget as well as accountability for funding sources.
Human Resource Management
Knowledge, skills and ability with personnel management practices and supervision including: recruiting and hiring authorities, discipline, adverse actions and appeals, incentive awards, health and life insurance, retirement, employee assistance, compensation/benefits programs, and position management/classification. Skill in planning and implementing employee development programs, including ability to identify non-traditional means for accomplishing employee development, i.e., mentoring, details, special work assignments, continuing education, special projects and outreach work.
Influencing/Negotiating
Skill in influencing and negotiating to get the work of the agency accomplished working internally within the NPS and outside with community groups and neighboring governments.
Maintaining and Managing A Diverserse Work Force
Introduction to the opportunities and challenges of creating diversity in the work force. Ability to evaluate and assess agency performance. Orientation to cultural stereotypes and paradigms that people subscribe to; sensitivity, awareness, knowledge of barriers to effective understanding; applying knowledge of diversity in assembling effective work groups.
Management Controls and Acquisition
Training and experience in responsibilities and accountability for property management, internal audits, and contracting.
Political Awaremess
Knowledge of agency leaders' responsibilities within the political environment; how to recognize opportunities and deal within constraints while maintaining effective connections with congressional representatives.
Project/Program Management
Charting a course, goal setting, and the process of establishing long range plans and developing objectives to achieve them. Skills in resource allocation, time management, and partner collaboration.
Public Policy
Introduction to working with federal, state and local governments and the legislative process: the structure of the federal government and how the NPS functions within that structure; and regulations and NPS responsibilities for working with non-NPS partners such as the Nature Conservancy, NPCA, Trust for Public Land. Emphasis includes developmental experiences in working with external organizations.
Supervision
Training in recognizing attributes of an effective supervisor and principles of sound supervision. Emphasis is on case studies, role play, and hands on experience.
Tactical Planning
Manager/supervisor's tool for promoting the NPS environmental and heritage ethic locally, regionally, nationally and internationally, including:
A. Broad perspective of NPS culture with emphasis on the history and evolution of planning related to park and program issues that shape current management policies.
B. Broad perspective of internal and external factors that have a direct and indirect effect on the condition of park resources and management of parks.
C. Application of skills and attitudes necessary to develop and maintain effective external relationships in planning regional, national and international solutions to complex resource issues.
Team Membership
Understanding of individual's role in the functioning of a team and responsibility for creating dynamics supportive of the best contribution of all members and interdivisional accomplishment of quality work.
Visitor (Client) Service
Ability to provide quality service which meets needs of visitors and to develop and carry out opportunities for visitors to participate as stewards in park activities.
