BALTIMORE-WASHINGTON PARKWAY - MD Reckless Driver Sentenced To Jail Term Last October, a woman driving at high speed and recklessly on the parkway struck another vehicle, so injuring the 78-year-old operator that she is now in a vegetative state and requires 24-hour care.
