Budget Process Summary (FY01, FY02, and FY03)
- The Congressional
Budget Process can last 21 months or more, a 'traditional'
budget is shown below. The transition to a new Presidential Administration will
mean the activities associated with FY02 and FY03 budgets from November 2000
to April 2001 will differ from the 'traditional' path. For example, the FY02 budget
was submitted to Congress on April 9, 2001, after release of a "Budget Blueprint"
in February 2001.
- The budget process is addressing three budgets concurrently:
- 1st Budget (Budget Execution)
- 2nd Budget (Congressional Review Process)
- 3rd Budget (Budget Formulation)
- At any given
time, the NPS is engaged in activities related to three separate
fiscal year
budgets - one enacted and two proposed. The table below shows these relationships during
the course of the budget process. In the example below during June 2001, the NPS is executing
the FY2001 enacted budget, awaiting the markup of the FY2002 Appropriations Bill, and
submitting the FY2003 budget proposal to the Department of Interior for review.
